The City of Bloomington, incorporated in 1856, is a home rule unit of government under the 1970 Illinois Constitution. The City of Bloomington is located in the heart of Central Illinois, approximately 125 miles southwest of Chicago, 155 miles northeast of St. Louis and 64 miles northeast of Springfield, the State Capital. The City of Bloomington is the County Seat of McLean County, the largest county in Illinois (approximately 762,240 acres). The results of the 2010 Census shows the City now has a population of 76,610 citizens. The economic strength of the City of Bloomington metropolitan area is well diversified with no single dominating industry. This is the replacement of Siren #16 that is located at 3004 Gill St. Parcel # 14-36-226-019. The specifications are for the furnishing and installation of one (1) new emergency siren in place and ready for service and removal of the existing siren and any accessories that are part of the operation of the old siren, this includes the removal of the concrete pad, if it is not required to be used for the new siren. All questions related to this Invitation to bid (ITB) shall be submitted in writing through electronically. Please include the section title for each question, if applicable, in order to ensure that questions asked are responded to correctly. All questions submitted and answers provided shall be electronically. Response from City: September 12, 2024, 12:00pm. Any addenda shall be posted electronically. Addenda notifications will be emailed to all persons on record as following this ITB. Failure of any bidder/consultant to receive any such addenda or interpretation shall not relieve such bidder/consultant from any obligation under their bid as submitted. All addenda so issued shall become part of the contract documents. Anticipated Award Date: October 7, 2024 A pre-bid meeting/site visit will not be held for this solicitation. It is highly suggested that interested parties view the project site and/or understand the requirements of the solicitation before submitting a response. The City of Bloomington reserves the right to reject any and all bids and to waive technicalities. Bid must be accompanied by a Bid guaranty which shall not be less than ten percent (10%) of the amount of the Bid. Bid guaranty may be a cashier's check, money order, certified bank check, or a surety bond. All guaranties, except surety bonds, will be deposited and reimbursement checks and surety bonds will be issued to unsuccessful bidders following the bid award. The successful bidder will be required to provide Performance and Payment Bonds in the amount equal to 100% of the contract price, within ten (10) business days after the bid award. The City of Bloomington requires all Bidders/Consultants doing business with the City not to discriminate on the basis of race, age, color, religion, gender, ancestry, national origin, marital status, mental or physical disability unrelated to ability, familial status or sexual orientation. The City of Bloomington reserves the right to reject any and all bids and to waive technicalities and to accept that bid which is to be considered to be in the best interest of the City. Any such decision shall be considered final.
