The Ashtabula County Port Authority (ACPA) owns and operates the former First Energy Plant C as well as adjacent land and buildings on Route 531 along Lake Erie in Ashtabula. Additionally, the ACPA owns multiple smaller locations around Ashtabula County and is actively working to bring them into a higher state of productivity. To assist in this process, ACPA is requesting interested full-service professional firms and/or teams to provide Statements of Qualifications and Experience to express interest in providing the following professional services, which will be acquired through best-value selection criteria, and provided between the time when the contract is executed and annually thereafter, at the discretion of the ACPA until December 30, 2028. The ACPA intends to select firm(s) to engage through an open-ended contract and then to issue individual task orders, which will be negotiated on a task-by-task, lump-sum basis. The services include, but are not necessarily limited to the following: Professional Program Management Services - To act in the best interest of ACPA by providing all overreaching, umbrella consulting and administrative support services necessary to analyzing the property, deciding upon its highest and best use(s), determining how best to plan, approach, schedule, and execute the work, including but not necessarily limited to the services listed below. Be "on the ACPA's side of the table" when negotiating contracts and offering technical support and professional opinions. Master Planning - To take a comprehensive look at the existing land and buildings, conduct two levels of condition assessment analyses (preliminary and then detailed, where deemed appropriate, based on the preliminary assessment), create a vision for the project, translate that vision into a 3-D CAD master plan and electronic model of the site (including a detailed narrative that establishes the design intent and construction parameters), and establish a realistic budget and schedule for the development. Master planning services will be performed for both the site and the building. Architectural and Engineering Design - To provide full-service, one-stop-shop, multi-disciplined design capabilities, including, but not limited to, survey, mapping and geographic information systems (GIS), architectural and interior design, mechanical, electrical, and structural engineering, plumbing and fire protection, site utilities and civil engineering, environmental and hazardous materials remediation design, etc. Provide all plans and specifications needed. Environmental Remediation and Oversight - To provide monitoring and oversight to successfully complete remedial action, including, but not necessarily limited to, air monitoring, confirmatory soil sampling, coordinating contractor deployment and demobilization, and completion of all necessary environmental documentation of the remediation in accordance, with the Ohio Voluntary Action Program (VAP), Ohio Administrative Code (P)AC) Chapter 3745. Interested firms should have a demonstrated experience in handling hazardous material remediation (such as asbestos, PCB's and lead paint), the firm will have the responsibility to oversee the removal of these hazardous materials sites owned or controlled by the Port Authority. It is also known that sites in this area include arsenic-laden soil that must be removed from the site. The firm would have responsibility to also oversee the removal and disposal of this soil. To provide additional support as may be required to clean the real estate to the desired level of cleanliness. Agency Construction Management Extension-of-Staff Services - To provide the entire spectrum of agency construction management services, including, but not necessarily limited to, scheduling, cost estimating by discipline, value engineering, site management, quality assurance and quality control, inspection services, overview of materials testing by approved laboratories, document control, bidding and negotiation services, change order review, dispute resolution, litigation support, etcetera. Your Qualifications and Experience expression of interest package shall consist of one (1) jump drive and five (5) copies of your company's Statement of Qualifications and Experience, including a letter of interest, in 8 1/2" X 11" bound format containing no more than twenty (20) single-sided pages prepared in 12 point type, not including separation/index pages and covers. Include the following information, in the order listed below: 1. Transmittal Letter. 2. Firm's overview and experience in comparable facility and site consulting services within the last five (5) years. Include a list of clients served, and client reference contact information. 3. Professional background, caliber and qualifications of key personnel. The Program Manager shall be a certified Program Management Professional (PMP). All other disciplines (architecture, multi-disciplined engineering, etc.) will be led by registered, licensed, or certified professionals, in their respective disciplines, as well. 4. Firm's demonstrated understanding of project's potential opportunities and problems, as well as the Port Authority's special concerns. 5. Firm's demonstrated ability and capacity to meet schedules and deadlines. 6. Degree of interest shown by the firm in undertaking the work. 7. Quality of projects previously undertaken by the firm. 8. Firm's familiarity with and proximity to Ashtabula County. SELECTION PROCESS: A selection board will evaluate each firm's qualifications submitted. Subsequent to evaluations and ranking, the committee will select the three best qualified firms. Interviews may or may not be conducted, at the discretion of the ACPA. The board will then negotiate with the highest ranked firm to obtain a mutually satisfactory agreement. Should negotiations with the first consultant fail to produce an agreement, the Board will negotiate for an agreement with the second qualified consultant, and so on until a mutually satisfactory agreement is obtained. RESERVED RIGHTS: The ACPA reserves the right to accept or reject any or the entire Request for Qualifications responses with out further action. The ACPA also reserves the right to initiate additional procurement actions(s) for any services included in this procurement.
