***Apparent low bid from previous bid opening: Schneider Water Services - $1,687,795 The Work shall include drilling and testing Well 9A at 318 Firway Lane, Bremerton, WA 98312. The drilling method is mud rotary drilling. The site is located in a residential neighborhood in Kitsap County, WA, outside Bremerton City limits The Work must obtain Substantial Completion within 165 calendar days of the date of issuance of the Notice to Proceed. Notice to Proceed will be issued no later than February 10, 2025. Each bid proposal shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. The failure to furnish a bid deposit of a minimum of five percent shall make the bid nonresponsive and shall cause the bid to be rejected by the Contracting Agency. The successful bidder will also be required to provide a Performance Bond for 100 percent of the Contract Price. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Bremerton. Payment Bond (Bond is for 100% of the Contract Amount) Contractor shall file a "Statement of Intent to Pay Prevailing Wages" with the State of Washington Department of Labor & Industries prior to commencing the Contract work. Contractor shall pay prevailing wages and comply with Chapter 39.12 of the Revised Code of Washington, as well as any other applicable prevailing wage rate provisions. Contractor will be required to pay Kitsap County Prevailing Wage Rates current on the bid opening date. The Kitsap County prevailing wage rates are available at the Dept. of Labor and Industries website. The City of Bremerton reserves the right to reject any and all bids on any or all schedules or alternates or to waive any informalities in the bidding and shall determine which bid or bidders is the most satisfactory and responsible bidder and shall be the sole judge thereof. No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract All communications related to the project shall be directed to the City prior to opening of Bids William Davis Telephone: (360) 473-2312 E-mail: william.davis@ci.bremerton.wa.us 345 6th Street, Suite 100 Bremerton, WA 98337 The WORK is located at the City of Bremerton's property located at 318 Firway Lane (Parcel No. 4931-000-026-0006) in Kitsap County, WA off of Central Valley Road on the edge of a residential neighborhood. The property is outside of Bremerton City limits. Maps have been included at the end of this section showing the location of Well 9. There is limited parking at the site. The lower half of the site is forested and undeveloped. Slopes on the paved access road to get to the well construction area are up to 30%. The elevation of the site is approximately 200 feet above MSL. A salmon-bearing stream (Barker Creek) is located approximately 1100 feet west and downslope of the site. The site was recently developed, including construction of retaining walls and a gravel pad, in order to accommodate mud rotary drilling equipment. B. SUMMARY OF WORK: The former well (Well 9) at this site was drilled in 1977 and taken out of service in 2010. The intent of this contract is to drill a new fluid-rotary production well (Well 9A) to replace the former well at the site. The new well shall be of sufficient diameter to receive a 16-inch-diameter casing, then set a filterpacked 12-inch-diameter screen assembly through the target aquifer zone. The well shall fully penetrate the water-bearing zones to an anticipated depth of 950 feet below ground surface (bgs). The well is non-artesian.
