Site work for a water / sewer project in Gulfport, Mississippi. Completed plans call for site work for a water / sewer project.

The project includes installation of: o A sewer force main consisting of 3-inch, PVC IPS pipe and some associated HDPE piping; o Horizontal Directional Drilling (HDD) of the force main, where indicated on the drawings and for all service lines on opposite sides of the road from the main; o The service connection from the grinder pump vault to the new force main; o The 4-inch diameter service connection from the structure to the grinder pump vault; o The electrical wiring and conduit from the post mounted grinder pump control panel to the structure's power supply; and all surface restoration. o The work must be conducted in two (2) phases, whereby the Phase I will include installing all of the low-pressure sewer force mains inclusive of the service taps, service piping with cleanout and lateral assembly to the edge of the public right-of-way. All testing and restoration of the Phase I must be completed, including hydrostatic testing before any efforts are made to begin extending service lines to the structures being served (i.e., Phase II). o At present the Owner does not have the easements necessary to provide the Contractor with access to the properties which will be served but will be working on obtaining them during the construction of Phase I. The maximum allowable number of consecutive calendar days for the completion of Work (the Contract Time) is set forth in the Bid Proposal and will be included in the executed Agreement. The project will be subject to liquidated damages in the amount of Five Hundred Dollars ($500) per consecutive calendar day for each day in default after the stipulated completion date. The contract time will begin when the Contractor commences work on this project but no later than the tenth consecutive calendar day after receipt of a notice to proceed from the Owner. Each bidder shall write his Name, his Address, and his Certificate of Responsibility number/or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000) on the outside of the sealed envelope containing the proposal. If submitting electronically, please include this information on a cover page with your bid submission. All interpretations of drawings and specifications shall be directed to Covington Civil & Environmental, 228-396-0486 or email info@ccellc.us. All questions regarding this bid must be submitted in writing and must be received by the end of business 5:00 p.m. local time September 23, 2024. An acknowledged received copy of all Addenda issued by the Engineer via Plan House must be included with the bid proposal. Each bid must be accompanied by a Bid Bond or Certified Check in an amount equal to five percent (5%) of his Base Bid, payable to the Harrison County Board of Supervisors, as bid security. In the event that an electronic bid is submitted, a copy of the bid bond must be included with the submission. If submitting electronically, a hard copy of all bid documents must be provided within 3 business days if requested after the bid opening. The successful bidder shall furnish a Performance Bond and a Payment Bond each in the amount of 100% of the bid to be submitted with the executed contracts and Certificate of Insurance. The Owner and Engineer shall be listed as additional insured's on all policies with the waiver of subrogation on all liability policies. The Harrison County Board of Supervisors, reserves the right to reject any and all bids and to waive any informality in the bidding. Bids may be held for a period not to exceed ninety (90) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding of the contract. The project is funded by ARPA/MCWI and the requirements for this grant including the procurement process shall be followed including opportunity for participation by minority and women-owned business enterprises in the procurement of goods and services. The Required Attachments for ARPA/MCWI Construction Contracts are included in these contract documents. ***Document Note: Bid Specifications and Procedures may be obtained at website at online. No partial sets of drawings of project manuals will be issued. No contract documents (hard copies or electronic copies) will be issued to Contractors within forty-eight (48) hours of the time indicated above for receiving bids.
