Palm Beach County requires design professional services for the following project: Architectural/Engineering services for the programming, design, permitting, and construction administration of the North County Courthouse located at 3188 PGA Boulevard in Palm Beach Gardens. This facility is currently occupied and in daily operation. Planned improvements include but are not limited to interior renovations to the public lobby to accommodate a new security control room, modifications to interior office areas including approximately 15,000 s.f. of renovations to office space vacated by the Tax Collector, 10,000 s.f. of interior office modifications to accommodate relocated offices, creation of first-floor judicial restrooms, minor expansion and modifications to the existing card access system to accommodate floor plan revisions, modifications to building systems including Mechanical, Electrical and Plumbing (MEP), re-roofing of the building, re-keying of the building, replacement of the buildings fire alarm system and minor parking area improvements. GSC Findings to support MBE preference: The Countys Disparity Study found disparity in professional services contracting (CCNA) for African American Owned businesses. The SBE goal for this project is a mandatory minimum of 20% participation. A mandatory SBE and/or MBE goal applies to this solicitation, so any proposal that fails to comply with the required goal shall be deemed non-responsive after the period allowed for waiver requests has lapsed. If a proposer is unable to comply with a required goal, such proposer shall submit a request for a waiver or partial waiver at least 7 days prior to the proposal due date. If a proposer requests a waiver from a goal from the Office of EBO at least 7 days prior to the proposal due date, then the proposal due date will be extended pending the outcome of a waiver request. Additionally if the waiver is granted the solicitation will be amended accordingly and the due date extended again. Prior to submission of a proposal, any firm or individual, as prime consultant or as a sub-consultant, desiring to provide architectural, engineering, landscape architectural, or surveying and mapping professional services to Palm Beach County must first be CCNA certified by the Countys Engineering and Public Works Department as qualified pursuant to law, and in accordance with the most recent administrative procedures for awarding of design professional consulting contracts adopted by Palm Beach County. Palm Beach County reserves the right to waive any irregularities or reject any and all proposals. The method of Contractor Selection has not been Determined at this time.
