Site work and new construction of a military facility in Monterey, California. Working plans call for the construction of a military facility; and for site work for a military facility.
A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement as described in 29 U.S.C. 158 (f). Federal Acquisition Regulation (FAR) policy states: Executive Order (E.O.) 14063, Use of Project Labor Agreements for Federal Construction Projects, requires agencies to use PLAs in large-scale construction projects (defined as a construction projects with a total estimated cost at or above $35M) to promote economy and efficiency in the administration and completion of Federal construction projects. When awarding a contract in connection with a largescale construction project, agencies shall require use of a PLA for contractors and subcontractors engaged in construction on the project, unless an exception(s) at FAR 22.504(d) applies. Reference is made to: FAR Subpart 22.5 Use of Project Labor Agreements for Federal Construction Projects; provision, FAR 52.222-33 Notice of Requirement for Project Labor Agreement; and to clause, FAR 52.222-34 Project Labor Agreement. PLA attachments comprise of the PLA Requiest for Information Form and the PLA Questionnaire. PROJECT DESCRIPTION: Design-Build P-180 Naval Innovation Center project scope constructs a 286,617 Gross Square Feet (GSF) flexible and reconfigurable modern multi-story facility. Interior spaces consist of highly adaptable and reconfigurable Controlled areas (accredited facilities per ICD-705), laboratories, a high bay, deep-water tank, areas for prototyping, specialized simulation environments, multi-domain secure learning spaces, autonomous systems spaces, collaboration areas, meeting hall, classrooms and conference rooms. Support spaces include storage, lounges and personnel support spaces. P-180 also includes construction of an outdoor central courtyard, entry plaza, loading ramp, utility yard, solid waste (trash/recycling) enclosure, pedestrian walkways, utilities decentralization, demolition of the Central Heat Plant/Building 236, parking, roadway realignment, and extensive electrical improvements including a dedicated substation. ***DRAFT SOLICITATION | THIS IS NOT A REQUEST FOR PROPOSAL*** This is an advanced notice that NAVFAC Southwest, San Diego, California intends to compete a procurement for the following project: P 180, Naval Innovation Center, Naval Support Activity Monterey, CA The provided attachment is a DRAFT INSTRUCTIONS TO BIDDERS section only.
