THIS IS A MARKET SURVEY/SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATIONS, OR BIDS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The U.S. Army Corps of Engineers (USACE), Seattle District, requests letters of interest from qualified prime contractors interested in performing work on a potential $175,000,000.00 ($175M) Multiple Award Task Order Contract (MATOC) for Maintenance, Repair, Construction and Incidental Design Work in the USACE Northwestern Division Area of Responsibility. By way of this Market Survey/Sources Sought Notice, the USACE Seattle District intends to determine the extent of capable firms that are engaged in providing the services described hereunder. This Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issuance of an RFP; nor does it commit the government to contract for any supply or service. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative costs incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Be advised that all responses to this Notice become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. However, responses to this Market Survey/Sources Sought Notice may be used by the Government to make appropriate acquisition decisions. This effort is currently within the 8(a) program and in-accordance-with FAR 19.8, if and when an RFP is issued, only eligible 8(a) firms will be considered for award. PROJECT DESCRIPTION: The USACE Seattle District intends to award a MATOC to six (6) to eight (8) contractors. The solicitation will be for a Firm Fixed-Price Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for Multi-Disciplinary Maintenance, Repair, Construction and Incidental Design Work for Joint Base Lewis McChord (JBLM) Its Sub-Installations and Other Customers Supported within the USACE Seattle District. The aggregate not-to-exceed amount for this IDIQ contract will be $175M and this contract capacity will be shared amongst the MATOC contractors. The contracts will have a five (5) year base period with a single two (2) year option period. Exercise of options is at the Government's discretion. The project size for Task Orders under this MATOC are anticipated to be between $250,000.00 and $7,000,000.00, and the average project duration is expected to be between six months to two years. Based on previous similar contracts, the occurrence of Task Orders may be frequent, especially in emergency situations, and during the 3rd and 4th quarters of the Government's fiscal year. The purpose of this MATOC will be to support primarily general construction activities at JBLM and its sub-installations, including but not limited to: renovation, repairs, minor building expansions and pre-engineered buildings (not to exceed the statutory limit for new construction), preventative maintenance, environmental abatement, erosion control and earthwork. Similarly, the Task Orders under this MATOC are primarily intended to provide a timely procurement response to general construction work such as remediation of facilities, e.g., maintenance, repair, asbestos and lead-based paint abatement, and minor construction situations relating to but not limited to: civil, mechanical, plumbing, structural, electrical, heating, ventilation and air conditioning (HVAC), and anti-terrorism and force protection. The MATOC may also be used for Task Orders expected to require some incidental design effort by the Contractor, to include, but not be limited to: fire alarm systems, fire sprinkler systems, HVAC system installation and balancing, communications systems, structural design of minor facilities or components and licensed professional engineer certification of site adaptation of pre-engineered structures. Task Orders issued under this MATOC may also include the following types of work incidental to the project: environmental abatement, erosion control, earthwork, mechanical work, plumbing work, system testing, requirements for anti-terrorism and force protection (ATFP), LEED, LID, EISA, EPAct, and historical building renovations. Under individual Task Orders awarded against the MATOC, the Contractor would be required to provide all plant, labor, tools, equipment and materials (unless indicated otherwise in the specifications) to perform all work in strict accordance with the Base Contract and individual Task Order requirements. The Contractor will be required to maintain a local management office in order to receive Request for Proposals (RFPs), sign Task Orders, Notices to Proceed (NTP), process modifications, receive and initiate various contract correspondence, and to provide other engineering and construction management services related to accomplishing individual Task Orders. The North American Industry Classification System code for this procurement is 236220 - Commercial and Institutional Building Construction, which has a small business size standard of $45,000,000. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurements. Prior Government contract work is not required to submit a response to this Market Survey/Sources Sought Notice. SUBMISSION DETAILS: Responders should address the following in their submittal: 1. Firm's name, address, point of contact, phone number, e-mail address, CAGE code and UEI number. 2. Business classification, i.e., Small Business (SB), Small Disadvantage Business (SDB), Woman-Owned Small Business (WOSB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), Historically Underutilized Business Zone (HUBZone) Small Business, 8(a) Program, or Other Than Small Business (large business). 3. Provide a letter from the firm's surety regarding the bonding capability for a single contract action and aggregate bonding capability, both expressed in dollars. 4. Offerors' Statement of Capability to perform a contract of this magnitude and complexity, considering the anticipated project size and scope of Task Orders to be issued under the MATOC as detailed above. Your firm should identify whether the work was independently completed as a prime contractor or affiliated with another contract (i.e. as a joint venture or as a subcontractor.) If your role was as a subcontractor, describe the specific services your company provided. For each project listed, please provide a brief description of the project, customer name, date of performance, and dollar value of the project. Examples highlighting work in Western Washington and specific experience with projects at Joint Base Lewis-McChord, WA is preferred. Interested parties who consider themselves qualified to perform the above-listed requirement are invited to submit a response to this Market Survey/Sources Sought Notice no later than 1:00 p.m. (local time) on October 4, 2024.
