The Durham College of Applied Arts and Technology ("Durham College"), in collaboration with University of Ontario Institute of Technology ("Ontario Tech University), (herein referred to as "Institution" or "Institutions") is seeking proposals for snow removal and ice control services The Proponent shall provide snow removal and ice management services in a safe, timely, efficient, and environmentally responsible manner to ensure that access to all sites and buildings remains safe and unimpeded by snow and ice. The Proponent shall supply all necessary labor, supplies, equipment, and services for snow removal and ice control. This includes, but is not limited to: Plowing of snow and ice, including drifted and blown snow. Application of de-icing materials. Relocation of snow from temporary piling locations. Preventative measures to prevent the buildup of snow and ice. Spring clean-up of the specified areas. All work must be directed and supervised by a competent supervisor at all times to ensure the safety of all areas for vehicle and pedestrian movements. This includes maintaining clear access to: Roads, parking spaces, aisles, and road entrances. Pedestrian entrances/exits from parking lots and applicable walkways. Any additional areas specified in the agreement Proponent shall: Ensure all areas are free of snow, ice and ice accumulation as indicated in the Service Level and Ice Control Products of this RFP. Clear all catch basins of snow and ice to allow for normal surface runoff Remove accumulated snow due to drifting, freezing rain, packed snow, freezing/thawing, or any other cause. The Proponent shall utilize a night patrol vehicle equipped for minor plowing/salting operations and capable of providing communication, dispatch, and instruction as needed The Proponent is responsible for monitoring weather conditions and initiating appropriate action to meet their obligations. Consultation with assigned Institutional staff is recommended but not required under normal conditions. Provide 'new-condition' storage bins at all entrances, stocked with appropriate ice-melting products. Develop a gridded campus map for specific snow removal and ice management activities, including plowing routes, de-icing application, and acceptable snow piling locations. Maps will cover the following areas: 2000 Simcoe St N, 2200 Simcoe St N/40 Conlin Rd N, and 1610 Champlain Ave. Approved Materials: For the following parking lot locations, only Thawrox, pretreated rock salt, or an equivalent approved by the Institution shall be used: 2000 Simcoe St. N (North Oshawa Campus) 2200 Simcoe St. N (Campus Ice Centre) 1610 Champlain Ave. (Whitby Campus) 40 Conlin Rd (SIR Building and Fieldhouse) 61 Charles St. 1355 Harwood Ave N (Barret Farm Ajax/southwest corner of J Clarke Richardson Collegiate property) Special Instructions for Specific Locations: For the ACE Building Vehicle Compound, Thawrox is an acceptable alternative or equivalent as approved by the Institution. Rock salt and/or Coated Rock Salt shall not be used. Pre-treating Surfaces: Pretreating of roadways and sidewalks as required to meet desired level of services. Building Entrances and Walkways: For all building entrances, concrete and paver walkways, sidewalks, stairs, and ramps, the following De-Icing materials shall be used: Jetblue Ice Fighter by Tillsonbrands, Less Corrosive Ice Melter by Green Earth, or an equivalent approved by the Institution. Approved Materials: For the following locations, only Less Corrosive Ice Melter by Green Earth, Jetblue Ice Fighter by Tillsonbrands, or an equivalent approved by the Institution shall be used: 50 King St. E (Regent Theatre) 55 Bond St. E Victoria St. Pedway 151 Athol St. 285 Britannia Ave W (Windfields Farm) 2370 Simcoe St. N (Stone House) Special Instructions for Parking Areas: Thawrox is an acceptable alternative for parking areas. Rock salt and/or Coated Rock Salt shall not be used. Snow Storage Pile: Areas immediately adjacent to snow plowing areas where snow is temporarily stored. Snow Dump Site: A designated area where excess snow from storage sites is moved, typically via dump trucks, to ensure adequate snow storage during plowing operations. Snow Plowing and Placement: Snow shall be plowed away from building walls and/or walkways wherever possible, particularly within or adjacent to snow plowing areas. Snow Bank Height Restrictions: No snowbank shall exceed three (3) feet in height in areas adjacent to driveways and intersections. Snowbanks within 20 feet of an intersection (measured from the road curb lines) must also not exceed 3 feet in height. Snow Storage Piles: Snow storage piles shall not extend into any parking area more than 18 inches, measured from the inside edge of the curb line. This applies to all areas except road and/or road/parking lot entrance intersections. Road and Intersection Snow Removal: Snow in road and intersection areas shall be removed within 12 inches (or less) of the face of the curb. All corner parking spaces must be kept clear of snow to the face of the curb. Snow Pile Removal and Relocation: The Proponent shall remove or relocate snow piles to a designated snow storage or snow dump site at no cost to the Institution. This includes, but is not limited to: Dumping snow in a manner that ensures loads are tightly placed together. Removing snow from appropriate storage areas as required and transporting it to dump sites at the North Oshawa Campus. Institutional Review and Consolidation: The Institution shall review the sufficiency of the initial placement of the designated snow storage or snow dump site. The Institution may direct additional consolidation to maximize space utilization (e.g., using track dozers or backhoes) at no cost to the Institution. North Oshawa Campus Special Instructions: Snow may be piled at the east end of the receiving driveway until it interferes with traffic flow or the pedestrian walkway. Upon the Institution's request, the Proponent will move the snow to the designated snow dump area at no additional expense to the Institution. Lawn Area Restrictions: Lawn areas at the front of buildings may not be used as snow dump locations. To effectively manage and evaluate the performance of a snow removal and ice management program, Key Performance Indicators (KPIs) are established. Refer to the list below. These KPIs will help ensure that the service provider meets the contract requirements and maintains high standards of safety, efficiency, and customer satisfaction. Response Time Definition: The time taken for the snow removal team to begin service after a snowfall or ice event starts. Target: Service begins within 30 minutes to 1 hour of snowfall/ice detection. Measurement: Track the time between the start of snowfall/ice formation and the commencement of snow removal/ice control activities. Completion Time Definition: The time required to clear all designated areas of snow and ice. Target: All cleared within 4 -8 hours after the end of snowfall, depending on the snowfall. Measurement: Record the time taken to complete snow removal and ice control activities for each event. Safety Incidents Definition: The number of safety-related incidents, including slips, trips, falls, or vehicle accidents related to snow and ice. Target: Zero safety incidents attributable to insufficient or delayed snow/ice management. Measurement: Monitor and record all reported safety incidents related to snow and ice conditions. Service Quality and Effectiveness Definition: The effectiveness of snow removal and ice control in maintaining safe and clear access to all designated areas. Target: 95% of inspections find that areas are clear of snow and ice. Measurement: Conduct regular inspections of the serviced areas and evaluate the quality of snow removal and ice management. This can include checking for areas that have been missed or inadequately treated. Environmental Compliance Definition: The adherence to environmental standards and the effective use of environmentally friendly ice-melting products. Target: 100% compliance with the Institution's environmental policies and minimal use of harmful chemicals. Measurement: Monitor the use of ice-melting products and ensure compliance with environmental guidelines, including the avoidance of excessive salt usage. Communication and Reporting Definition: The effectiveness of communication between the service provider and the Institution before, during, and after snow events. Target: Timely and accurate communication for 100% of snow and ice events. Measurement: Track the timeliness and accuracy of reports, including pre-event notifications, during-event updates, and post-event summaries. Adherence to Schedule Definition: The provider's adherence to the established service schedule, including regular maintenance and unexpected snow events. Target: 100% adherence to the agreed-upon service schedule. Measurement: Review service logs and compare them with the established schedule to ensure compliance. Cost Management Definition: The ability to manage and control costs associated with snow removal and ice management services within the allocated budget. Target: Stay within the budget for the season with 0 variance. Measurement: Regularly compare actual costs to the budgeted amounts, tracking any overages or savings. The information in the Service Log shall be sufficient to assess KPIs. Repair Responsibilities: The Proponent shall be responsible for repairing any damage caused during the performance of Snow Removal and Ice Control Services. Specifically, the Proponent shall: Repair any turf areas damaged by snow plowing operations or salting. Repair any damage to the in-ground irrigation system. Realign any curbstones that have been pushed out of place. Make repairs to any other site features that have been damaged. Payment Holdback: The Institution reserves the right to withhold a portion of the payment to cover the cost of these repairs until they are satisfactorily completed. Completion Deadline: All repairs must be completed to the satisfaction of the Institution by May 30th of each year of the Term. Salt Damage ("Salt Kill"): The Institution acknowledges that some "salt kill" may occur due to winter snow and ice conditions. The Proponent will not be held responsible for repairing or resodding these areas unless it can be proven that excessive or negligent application of material caused the damage. Debris Removal: The Proponent shall be responsible for removing curbstones, rocks, paper, or other accumulated debris from the snow dump sites. This cleanup must be completed to the satisfaction of the Institution no later than May 30th of each year of the Term.
