The City of Manteca (City) is soliciting proposals from DBE certified consulting firms for surveying services for the HSIPL 5242(036) Yosemite Avenue Bike and Pedestrian Improvement Project in the City of Manteca. Selection will be based on qualifications only. The City will negotiate with the highest ranked firm for scope and fee. PROJECT DESCRIPTION The City was awarded a Highway Safety Improvement Program (HSIP) grant to install bike and pedestrian improvements along Yosemite Avenue from Walnut Avenue to Main Street in the City of Manteca. The proposed bike and pedestrian improvements will include: (a) installation of Class II bike lanes, (b) installation of Rapid Rectangular Flashing Beacon (RRFB) at Veach Avenue, (c) enhanced pedestrian crossings with curb extensions, and (d) reconstruction of existing vertical curb, gutter, and sidewalk into a rolled curb, gutter, & sidewalk on a short street segment of Yosemite Avenue. SERVICES Services are anticipated to generally include, but are not limited to, land surveying services. Consultants shall allow adequate time in the schedule for all reviews. DBE GOAL The DBE goal for this project is 90%. The City of Manteca is requiring that firms be a certified DBE Firm to submit a Proposal. Please refer to Attachment B: Caltrans LAPM Exhibit 10-I Notice to Proposers DBE Information. SCOPE OF SERVICES The following summary of the scope of services is not inclusive and is only intended to be used as an indication of the minimum services to be provided. It is the City's expectation that the Consultant shall include in their proposal all work necessary for the completion of the Project, and no future amendments to a contract would be required. Task 1 - Surveying Services Surveys The Consultant shall perform survey control work and engineering surveys necessary to produce the mapping for final design. The limits of the work will be on Yosemite Avenue from Walnut Avenue to Main Street. The minimum topographic data required to be collected are as follows: edge of pavement, centerline of the roadway, curb, gutter, and sidewalk, existing utilities within the vicinity, curb ramps, and existing survey monuments. The City of Manteca Vertical Control System is on the National Geodetic Vertical Datum of 1929 (NGVD29), Horizontal Control North American Datum of 1983 (NAD83), and California State Plan Zone 3. The Consultant will be responsible for obtaining any right of entry permits required for field survey work, if needed. Deliverables: Design Survey and Mapping Data Mapping The Consultant shall perform the necessary work to establish the project design file and CADD base maps. The Consultant will be responsible for obtaining as-built maps, record of surveys, topographic data, aerial mapping, and maps and plans of major utilities and proposed utilities within the project area. Deliverables: Mapping Data AutoCAD Base Maps and Plan Sheets No extensions will be granted. The City reserves the right to accept or reject any and all proposals, or any item or part thereof, or to waive any informalities or irregularities in proposals. The City reserves the right to withdraw or cancel this RFP at any time without prior notice and the City makes no representation that any contract will be awarded to any firm responding to this RFP. The City reserves the right to re-issue a new RFP for the same or similar services. The City reserves the right to postpone proposal openings for its own convenience. Proposals received by the City are public information and must be made available to any person upon request. Submitted proposals are not to be copyrighted.
