State of Hawaii Department of Transportation (HDOT), Harbors seeks professional and qualified environmental consulting services for the undertaking of Commercial Harbors Environmental Compliance and Engineering Services and Support, Statewide, Job S90158. These services will have a contract completion time of approximately five (5) years from the Notice to Proceed. The estimated budget for this contract is $1,000,000.00. The Director of Transportation reserves the right to cancel this project for proposals, to reject any or all proposals in whole or in part, and to waive any defects in said proposal in the best interest of the STATE. The scope of work for this contract will include, but is not limited to, the following: 1. Environmental compliance related actions required by the United States Environmental Protection Agency (USEPA), the State of Hawaii Department of Health (HDOH), and small municipal separate storm sewer system (MS4) permit requirements per Appendix K of HAR Title 11 Chapters 54 and 55, and HDOT Harbors storm water management programs (SWMP) and related projects (e.g., post-construction permanent best management practices design and retrofit). 2. Environmental engineering support including scope preparation, engineering estimate, and specification preparation. 3. Compliance with HDOH water quality standards requirements in support of commercial harbor projects. 4. Preparation and coordination of United States Army Corps of Engineers (USACE) permits for maintenance dredging projects (such as, sediment sampling). 5. Environmental data collection in support of HDOT Harbors geographic information system (GIS) and computerized asset management system (AMS) 6. Petroleum hydrocarbon contaminated site investigations and remediation project development. 7. Other environmental site assessments and investigations and related data collection and testing at various commercial harbors and facilities. 8. Lead-based paint and asbestos containing materials testing, reporting, and preparing abatement/removal/disposal bid documents in support of hazardous material survey at statewide facilities and the development of asbestos management plans. 9. Hazardous substance analysis, handling, and sample disposal. 10. Environmental inspection and training. 11. Other environmental site assessment and related technical & regulatory support services as required to comply with the USEPA and HDOH requirements. 12. Coordination activities with HDOT and attend all project coordination meetings concerning the work required under the Project Assignments. 13. Coordination work with applicable government agencies and utility companies. 14. Other related technical and regulatory support services as required.
