Hall County, Georgia, (herein "County") a municipal entity of the State of Georgia, is seeking qualified Contractors to provide design and build services for the installation of underground fiber conduit and fiber optic cabling along Jesse Jewell Parkway beginning at Community Way and terminating at the Hall County Courthouse and Courthouse Annex on Henry Ward Way (herein "Services"). The County seeks to award one (1) Contractor to perform all the Services. Furthermore, the County seeks to begin quickly after award. Only Contractors actively performing design and/or build services for the installation of underground fiber conduit and fiber optic cabling will be considered for evaluation. All other bids will be rejected by the County as non-responsive. The County will make any extension of the bidding period by a formal written Addendum and publicly posted on the County website. Addenda: If needed, and in the best interest of the County, the Purchasing Division may make an extension of the bidding period by a formal written addendum and publicly posted on the County website. All addenda must be signed by the Bidder and returned with the bid packet. General Qualifications: Bidders must be in the regular business of providing the Services as their principal core line of work. The Contractor shall be responsible for all work performed in support of this contract, including all subcontractors. All Bidders must disclose proposed subcontractors in their bid response. Subcontractors must be pre-approved in writing by the County. The County may refuse to pay for any work done outside of the Scope of Work or before the issuance of a Notice to Proceed. Bidders shall provide copies of the following licensing with their bid response: A. Valid Business License B. Required licenses and certifications C. Letter of Bondability that your firm can acquire Performance and Payment bonds equal to one hundred percent (100%) each of the contract value. Awarded Contractors must produce the bonds prior to commencing any work. The County reserves the right to request clarification of information submitted and to request additional information. The County considers a bid response as an irrevocable offer, good for a period of one hundred twenty (120) days from submission. The County reserves the right to reject all proposals, in full or in part, and to negotiate fees, conditions, or other terms with the Bidder submitting the overall best scored proposal.
