This project consists of improvements to an existing stream and installation of in-stream structures, including single log vanes, rock crossvanes with step pools, and a boulder cascade along with areas of bank stabilization, including branch layering, toe wood with branch layering, stacked log deflectors and gravel bar removal. The project also includes the installation, maintenance, and removal of sediment control devices; landscaping; and all associated site restoration to be completed in place. Bids from pre-qualified contractors must be sealed and addressed to Matthew R. Serakowski, Township Manager, 1820 McLaughlin Run Road, Upper St. Clair, PA 15241 and must indicate on the outside of the envelope, "HAYS ROAD STREAM RESTORATION", and the same will be publicly opened and read at that time. In accordance with Chapter 25 of the Township Code, all bidders must be pre-qualified by calling Debbi Yelich @ 412.831.9000 x 2170. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workers' Compensation, must be filed with the executed Agreement. Bids to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Township of Upper St. Clair in an amount equal to ten percent (10%) of the total amount of the Bid as a guarantee that, if the Bid is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract. Pennsylvania Prevailing Wage rates are required to be paid on this project. The Township reserves the right to reject any or all Bids and to waive any technicality or formality therein. All Bidders must be pre-qualified by the Township of Upper St. Clair prior to receiving a copy of the project specifications If more time is necessary for the ascertainment of the lowest responsible bidder, the Township reserves the right to award the contract at a later date, but not exceeding sixty (60) days from the date bids were submitted, and such date will be publicly announced immediately after the bids are opened. The Township will consider bids from Contractors and or Subcontractors that can demonstrate prior completion of at least three (3) natural stream channel restoration projects utilizing natural channel design methods developed by Rosgen within the past three (3) years. Information on the prior projects and contact information shall be submitted with the Bid for review. If a subcontract is utilized, the subcontractors prior work must be submitted with the prime contractor's proposal. The Bidder is advised that the Township will award the contract to the best responsible bidder based on the total bid submitted and natural stream channel restoration verification. However, the bidder is advised that the Township expressly reserves the right to reject all bids, and specifically reserves the right to award to the best responsible bidder a contract for all or any portions of the work listed in the proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed.
