Project consists of the replacement of obsolete Water Utility control hardware and conversion to Ethernet communications. The project also includes replacement of computer hardware and software and the addition of a new supervisory control center.
Each Bidder shall accompany its bid with bid security as defined in Iowa Code Section 26.8, as security that the successful Bidder will enter into a Contract for the work bid upon and will furnish after the award of Contract a corporate Surety Bond, in a form acceptable to the City of Dubuque, for the faithful performance of the Contract, in an amount equal to one hundred percent (100%) of the amount of the Contract. The Bidder's security shall be in the amount fixed in the Instructions to Bidders and shall be in the form of a cashier's check or a certified check drawn on an FDIC insured bank in Iowa or on a FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a Bid Bond on the form provided in the Contract Documents with corporate surety satisfactory to the City of Dubuque. The Bid shall contain no condition except as provided in the Specifications. The Bidders shall contact either Jason Carden (jason.carden@strand.com or 608-251-4843) at Strand Associates, Inc. (R) or Nick Connolly (nconnolly@cityofdubuque.org or 563-589-4399) at the City of Dubuque, or both parties with their questions associated with this project. Bidder will execute and file the Agreement and 100% Performance and Payment Bonds within 15 days after the Notice of Award. A Federal Davis-Bacon Wage rate determination will prevail for this Project. General Decision Numbers IA20240003 01/05/2024 and IA20240065 07/19/2024 shall apply. The City of Dubuque, Iowa, reserves the right to reject any and all Bids.
