The City of Youngstown, Mahoning County, Ohio intends to contract for Architectural and Engineering Services in connection to the City of Youngstown Safety Campus Development. The project is being funded through American Rescue Plan (ARP). Firms will be required to provide a Federal Unique Entity Identification (UEI). Statements of Qualification shall include the following clearly delineated sections: 1) Project Manager 2) Strength/Experience of Assigned Staff including Sub consultants 3) Firm s Current Workload/Availability of Personnel 4) Consultant s Past Performance 5) Project Approach. Responding firms shall be evaluated and ranked in accordance with ORC Section 153.69 by personnel of the City of Youngstown Public Works Department. The City of Youngstown shall enter into negotiations with the most highly ranked firm based on an evaluation of the Statement of Qualifications. The selection criteria and required SOQ information is provided in the Request for Qualifications. Description of Project: The project will include complete design of a Police and Fire Safety Campus. The preliminary program calls for approximately 20,000 SF assigned to the Youngstown Fire Department, 75,000 SF assigned to the Youngstown Police Department, and a yet to be determined amount of shared space for common and support space. Review and verification of the preliminary program and an assessment of the project budget will be a required part of the A/E scope of services. The method of Contractor Selection has not been Determined at this time.
