Montgomery County Environmental Services (MCES) is requesting proposals for professional consulting services for Project No. 130066-40, Montgomery County LCRI Program. The tasks under this Agreement shall include project management, notification distribution, call center management, and customer service. MCES is required to submit to the Ohio Environmental Protection Agency (EPA) by October 16, 2024 a service line material inventory for all publicly and privately-owned water service lines. MCES is further required to provide written notification of service line material to customers by November 15, 2024. The Consultant shall aid MCES in meeting the customer notification requirements relative to the Lead and Copper Rule Revisions (LCRR) and proposed Lead and Copper Rule Improvements (LCRI). MCES is seeking a turn-key solution. BID BOND: Not Required PERFORMANCE BOND: Not Required. CONSULTANT SERVICES The Consultant services are separated into three (3) Tasks as follows: Task I - Project Management and Administration Task II - Service Line Material Notification Distribution Task III - Call Center Management and Customer Service Insurance: Unless otherwise provided in the Solicitation Document, the contract stemming from this Proposal solicitation shall require that the successful Proposer purchase and maintain a policy of insurance to protect the successful Proposer and the Board from claims which may arise out of the contract stemming from this Proposal solicitation. Unless otherwise provided in the Solicitation Document, such insurance policy shall be written for not less than one million dollars ($1,000,000.00) for any person injured in any accident and with a total liability of two million dollars ($2,000,000.00) for all persons injured in any one accident and in the amount of one million dollars ($1,000,000.00) for each accident or occurrence as compensation for damage caused to property of others. Performance or Payment Bond: The successful Proposer shall furnish a bond to the Board covering faithful performance of the contract arising out of that Proposal and payment of obligations arising there under in an amount equal to one hundred percent (100%) of the full sum provided for under the contract and that bond shall be conditioned upon the faithful performance of that contract and shall remain in effect for the duration of the contract term. This requirement may be satisfied by the successful Proposer posting a bond, or by providing a letter of credit or a cashier's check in the amount specified. If the requirement is satisfied by a bond, the surety for such bond shall be a surety company authorized to do business in the State of Ohio.
