Other Important Information: For the purposes of the RFP, the buyer is Kelly Kassa, email: Kelly.Kassa@asu.edu ASU Facilities Development and Management is accepting proposals for solar photovoltaic system operations and maintenance at ASU campuses. Contacts : Kelly Clark (fka Kassa) kassa@asu.edu Scope of Work Instructions: 1.1.1 See attached summary of Solar System equipment list to be serviced. 1.1.2 Technical information on these systems can be found at website. 1.1.3 As-built electrical plans will be made available to awardee upon request. 1.1.4 ASU monitors performance of each solar array and will identify when systems are not operating at expected performance levels. ASU will notify awarded Contractor of any need for additional maintenance and repairs based on this analysis. O&M Requirements Instructions: 1.2.1 An initial inspection of all systems is to be performed within 30 days of contract execution. This initial inspection shall include all preventative maintenance inspections and tests as described in Section 1.2.2 If no, describe how you may be able to meet this requirement. Preventative Maintenance Instructions: 1.3.1 Annual Visual Inspection: SEF's general site conditions, PV arrays, electrical equipment, mounting structure, fence, shading, trackers, vegetation, animal damage, erosion, corrosion, and discolored panels. 1.3.2 If no, describe how you may be able to meet this requirement. 1.3.3 Annual Loose Connections Inspection: This will include a visual inspection and correction of SEF for loose electrical connections and ground connections. 1.3.4 If no, describe how you may be able to meet this requirement. 1.3.5 Annual Inspection of Transformers (if present): This will include a visual inspection of medium voltage transformers, including meters, oil gauge, oil levels, breather, silica gel, terminations, cable supports, earthing system, temperature gauge and checking IR values on both primary and secondary transformer coils. 1.3.6 If no, describe how you may be able to meet this requirement. 1.3.7 Bi-Annual String Testing: This test will include the following on 10% of strings in each system: 1) string level open circuit voltage, and 2) DC operating current test. If string level monitoring is present, use monitoring system to identify strings to test within array. 1.3.8 If no, describe how you may be able to meet this requirement. 1.3.9 Bi-Annual Switch Testing: Switches and disconnects shall be tested and thermal scanned to ensure they are not jammed and are functioning properly and perform any manufacturer-required maintenance. 1.3.10 If no, describe how you may be able to meet this requirement. 1.3.11 Annual Reference String Trace: String level I-V curve traces on 2 reference strings per system. This is required on every array each year. 1.3.12 If no, describe how you may be able to meet this requirement. 1.3.13 Bi-Annual Random String Trace: String level I-V curve traces on defined number of strings randomly chosen throughout the array. This is required on every array, once every 2 years. 1.3.14 If no, describe how you may be able to meet this requirement. 1.3.15 Annual Scan requirement includes Combiner Infrared Scans. Combiner and re-combiner boxes; tighten loose connections; and report broken terminal blocks. 1.3.16 If no, describe how you may be able to meet this requirement. Meters and Sensors, including Pyrometers, Anemometers, and Tilt Sensors Instructions: 1.4.1 Record Annual Meter Readings and Time of Readings. 1.4.2 If no, describe how you may be able to meet this requirement. On an annual basis, verify that all data connections between each array and all associated monitoring systems are functioning and communicating properly. This includes all data sources such as instrumentation, inverters, SCADA, and weather stations, and their communications with existing monitoring and data repositories such as monitoring websites and ASU's energy information system. If not, provide diagnosis. If repair can be performed simply, call SEF Asset Manager for approval. Also ensure any battery backups are working. 1.4.4 If no, describe how you may be able to meet this requirement. 1.4.5 Meter Calibration: Within 30 days of contract award, and 120 days prior to contract expiration/termination, awarded Contractor will exchange units with Owner's spares for calibration per manufacturer's instructions and report serial numbers of exchanged units. Calibration costs are Non-covered Services. 1.4.6 If no, describe how you may be able to meet this requirement. 1.4.7 Annual Cleaning: Clean inverter cabinet air vents. Clean and change inverter air filters per manufacturer's requirements. Clean and remove dust from inverter heat sinks and internal components per manufacturer's warranty. 1.4.8 If no, describe how you may be able to meet this requirement. 1.4.9 Annual Miscellaneous Checkpoints: Check torque marks and re-tighten appropriate wiring connections to design specification torque force per manufacturer's guidelines. Perform infrared scans on all inverters. Perform verification and preventative maintenance per manufacturer's Operator Manual, and verify tracker monitoring is operational for tracking systems. Inspect roof penetrations to ensure sealant is applied properly and not degrading. Reapply sealant as a repair item to be performed during inspection. 1.4.10 If no, describe how you may be able to meet this requirement. 1.5.1 Module Maintenance Wash as required/requested (based on measurable performance degradation of 5% or more based on ASU meter data), but to be performed annually at a minimum. Any washing in excess of once per year will be treated as a non-covered (repair) service. 1.5.2 If no, describe how you may be able to meet this requirement. 1.5.3 Wash all panels with clear water and no chemicals. Dilute vinegar solution is approved (1 tbsp/gallon) for ground mount or rooftop arrays in hard water areas but not for car park structures. Deionized water is preferred but not required. Cleaning with soft bristle brush preferred. High pressure wash is prohibited. 1.5.4 If no, describe how you may be able to meet this requirement. 1.5.5 Vegetation year round. Control weeds, grasses and ground cover within fenced area to prevent shading and to eliminate the risk of fire. Vegetation control shall be accomplished by non-chemical means. 1.5.6 If no, describe how you may be able to meet this requirement. 1.5.7 Clear Debris. At a minimum on an annual basis, fenced areas of ground-mount systems and rooftop areas of roof-mount arrays to be cleared of debris. 1.5.8 If no, describe how you may be able to meet this requirement. 1.5.9 Pest Control year-round (as applicable). Provide pest control within the fenced area utilizing pre-approved techniques to eliminate potential damage to SEF wiring and system components. Pest control may be accomplished by chemical means. 1.5.10 If no, describe how you may be able to meet this requirement. 1.5.11 Perform annual random infrared scans on (number of) panels throughout array. Scan both front of panel and junction box on back. 1.5.12 If no, describe how you may be able to meet this requirement. Maintenance Service Reports : 1.6.1 The following reports will be required on an annual basis at the minimum: Work Order Annual Summary, Non-Conformance Reports, Maintenance Records, and Emergency/Repair Reports. 1.6.2 If no, describe how you may be able to meet this requirement. 1.6.3 Work Order Reports: Details of work performed on each site visit to include but not limited to meter readings, thermal images, system testing results, and outline all repairs of any repair services performed while on site. To be submitted on or with each invoice for site visits. 1.6.4 If no, describe how you may be able to meet this requirement. 1.6.5 Maintenance Records: The successful proposer shall keep and maintain maintenance records for each system in a paper and electronic format. Maintenance records must include references to work order details for any performed work on the system within the period of the report. A copy of maintenance records will be submitted to ASU Facilities Management along with the corresponding annual system reports. 1.6.6 If no, describe how you may be able to meet this requirement. 1.6.7 Non-conformance reports: Identify potential short-term and long-term power production issues. 1.6.8 If no, describe how you may be able to meet this requirement. 1.6.9 Emergency/Repair Reports. Provide ad-hoc/on-demand description of the issue(s), problem diagnosis, parts required with pricing, labor hours required for repairs per occurrence. 1.6.10 If no, describe how you may be able to meet this requirement. 1.6.11 The successful proposer shall provide a comprehensive written annual report for each system during the term of contract indicating testing performed, test results, and general status of the system. 1.6.12 If no, describe how you may be able to meet this requirement.
