Renovation of a mixed-use development in Weslaco, Texas. Completed plans call for the renovation of a playground / park / athletic field.

Contractor shall provide all labor, materials, equipment, tools, bonding and insurance, and supervision necessary to perform the removal and replacement of the four (4) existing, failing HVAC systems for the current conditioned space in the Thicket Chapel Building. Contractor shall take care not to damage any aspect of this building or its contents. Contractor shall remove refrigerant, existing split system, thermostat, and refrigerant and condensate piping and any related debris from premises to be disposed of properly in accordance with current laws and regulations, either recycled or in an approved landfill. All work shall be completed within ninety (90) calendar days commencing on the date specified in the Notice to Proceed. This performance period includes completing the various aspects required to complete the Work, including submission of all Submittals, mobilization, procurement, installation, testing, inspection and delivery of documents described in the Uniform General Conditions, Article 12, 12.1.1.1. All bids must be submitted on the forms furnished for that purpose, and each proposal must be accompanied by bid bond, or certified check made payable to the Texas Parks and Wildlife Department, in an amount of not less than (5) percent of the total bid amount. A photocopy of the bid bond or certified check may be uploaded through the Bid Portal; however, the physical copy of the certified check must be received by TPWD at its headquarters location by 12:00 PM CT (noon) of the second business day following the bid submittal deadline. TPWD reserves the right to reject any and all bids and to waive minor irregularities in the bidding process. This project is to replace the four (4) existing HVAC systems for the current conditioned space in the Thicket Chapel Building. Contractor shall take care not to damage any aspect of this building or its contents. Contractor shall remove refrigerant, existing split systems, thermostats, condensate and refrigerant piping, and project related debris from premises to be disposed of properly in accordance with all current laws and regulations set forth by the Federal Environmental Protection Agency (EPA) and Texas Commission on Environmental Quality (TCEQ). Contractor shall furnish all labor, tools, equipment, materials, and incidentals for the removal and replacement of four (4) HVAC systems in the Thicket Chapel Building at Estero Llano Grande State Park located in Hidalgo County, Texas per the specifications provided herein. 4.2. Inspect the existing HVAC systems and ductwork and provide a comprehensive assessment report to Javier Deleon, Park Superintendent of their current conditions. 4.3. Install a "Like for Like"replacement of the existing systems with fully functional new systems. Existing split systems consist of the air handlers located in service areas and the condenser units that are pad-mounted outside of the building. 4.4. Determine required kilowatt heat capacity allowed based on existing electrical disconnect and circuit breakers. 4.5. The existing units do not have heat pumps, only auxiliary electric heaters. Contractor shall install new heat pumps with the new systems. TPWD estimates the value of this contract to be $ $60,000 - $100,000 and further sets the HUB subcontracting goal at 32.9 % of the contract's value Replace 4 HVAC Units at the Chapel at the Thicket at Estero Llano Grande State Park In accordance with Texas Administrative Code, Title 34, Part 1, Chapter 20, Subchapter D, Division 1, state agencies shall make a good faith effort to utilize Historically Underutilized Businesses (HUBs) in contracts for Construction, Services (including Professional and Consulting Services), and Commodity procurements. The State of Texas Policy is to contract directly with HUBs or indirectly through subcontracting opportunities. Each Contractor/Vendor shall also make a good faith effort to utilize HUBs in subcontracting opportunities. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
