Pre-qualification is due to be submitted by October 4, 2024 at 2:00 p.m. The duty is on the proposer to ensure that the required proposal documents are attached to any email being sent to the city in response to this advertisement for competitive sealed proposals. The City ofThe Dalles is seeking high quality and responsible services from a qualified and experienced individual or firm to update its Wastewater Facilities Master Plan for its Wastewater Treatment Plant (WWTP). The previous Facilities Master Plan was completed in 2013 and updated in 2017 as part of a progressive design-build project at the WWTP. The selected Consultant shall review the existing Facilities Master Plans, evaluate the adequacy of existing facilities, and develop a concept for improvements and expansions to facilities to resolve existing and anticipated WWTP challenges and meet the growth and development opportunities within the existing Urban Growth Boundary ofthe community though the year 2045. Evaluations of plant improvement alternatives shall consider 20-year life cycle costs. The updated Plan will include a recommended 20-year Capital Improvement Plan which will identify major maintenance and wastewater treatment plant enhancement projects, the estimated cost of each project, and a proposed schedule for implementation. The Consultant will conduct financial analyses including a wastewater utility rate study and an evaluation of Sewer System Development Charges (SDCs); the financial analyses will incorporate collection system projects identified in the 2013 Plan and will include rate and SDC recommendations that consider adequacy, affordability, and competitiveness with other similar cities. Work under this contract will also support the City's current application with Oregon DEQ to increase the permitted treatment capacity ofthe plant from 4.15 million gallons per day (mgd) to 6.0 mgd. The Facilities Master Plan update will be submitted to Oregon Department of Environmental Quality (DEQ) and shall follow the DEQ Guidelines for Facilities Plan Preparation. All work must be conducted in accordance with the contract documents. PROPOSER hereby agrees to commence work under this contract on or before a date to be specified in the Notice to Proceed and to hilly complete the project within eighteen (18) months after Notice to Proceed issuance.
