As of November 4, 2024 this project was awarded to McCord Construction in the amount of $1,153,981.50 The Madison County Commission reserves the right to award this bid on an all-or-none or item by item basis, to refuse all bids, and to waive technicalities. Questions should be directed, in writing, to Vince Moody at vmoody@madisoncountyal.gov and Jennie Weatherly at jweatherly@madisoncountyal.gov Deadline for questions is September 27, 2024, at 3:00 PM. In Phases 1A and 1B, Madison County is seeking to install approximately 7,800 feet of 12-inch diameter water main along the northbound right-of-way of U.S. Highway 231/431. This will provide a new main in some areas and will replace approximately 4,000 linear feet of 2.5-inch diameter PVC water main. The Contractor will be responsible for furnishing and installing the new water main in accordance with the contract documents. (a) The Contractor shall: General Scope of Services . Furnish and install temporary erosion control measures; . Install approximately 7,800 linear feet of new 12-inch diameter ductile iron water main, including hydrant and valve assemblies as shown on the Construction Drawings; (12-inch diameter pipe will be furnished by Madison County) . Furnish and install approximately 460 linear feet of new 8-inch diameter and 6-inch diameter C900 PVC, DR 18 water main. . Perform jack and bore installations at road crossings for new main as shown on Construction Drawings; . Manage traffic control during construction and for any road closures or as required to comply with ALDOT permit requirements; . Pressure test and disinfect the new main and services; . Connect the new main to the existing mains; . Reconnect service lines from existing main to new main; . Repair driveways and culverts to original condition or better; . Abandon existing mains and remove old hydrants and valve boxes; . Landscape yards and right-of way to original condition or better; . Remove temporary devices (sample taps, blow-offs, erosion control devices) from the site. The existing water line shall remain in-service during construction, and work shall be performed to avoid any damage and service disruption to the existing main. The existing main will remain live until the new main and services have been successfully tested, water service lines are installed, and the new main is ready to connect to the existing main. Construction may be performed in phases. All work must be coordinated with Madison County. The Contractor shall furnish and install all materials, including but not limited to concrete, asphalt, backfill, pipe, valves, fittings, hydrants, and appurtenances to perform the work. The work shall be performed according to the conditions, technical specification and drawings provided in this bid package. (b) Contents. Section 2 of this document provides the Instructions to Bidders. The General Conditions are included in Section 3. Special Conditions are provided in Section 4. The Technical Specifications for the project are described in Section 5. Material specifications are listed in Section 6. Appendix A includes the contract forms. Appendix B provides samples of contract documents. Federal ARPA certification form and requirements are included as Appendix C.
