San Marino is a general law city incorporated in 1913. As a small City with a population of approximately 13,000, certain engineering, technical, and other professional services are typically performed by outside consultants working with City staff. Background The City of San Marino ("City") is requesting Statements of Qualifications/Proposals for RFQ/RFP 2024-RFP-003 for Request for Qualifications - On-Call NPDES/Stormwater Engineering Services. All submittals are due before 5:00 pm on Wednesday, October 2, 2024. The successful proposer will provide on-call stormwater engineering/NPDES services to help facilitate the implementation of the City's Capital Improvement Program and other municipal programs, as well as ensure compliance with NPDES, Los Angeles County's Safe, Clean Water Program, and other applicable laws and regulations. The ideal firm will have thorough knowledge and experience in the areas listed in the Scope of Services Section of this Request for Proposals. The expected duration of the agreement is three (3) years, with the possibility for two (2) one-year extensions, contingent on satisfactory performance. All written inquiries and requests for additional information pertaining to this RFQ/RFP, any Addendum, or any matter relating to selection process, must, unless otherwise identified in an Addendum, be directed through the Question & Answer section of this project on the City's portal prior to 5:00 pm on Monday, September 23, 2024. The Draft On-Call Professional Services Agreement is contained in Attachment A. 2.2. Scope of Services The selected consultant shall perform professional and technical support services on an "as-needed, on-call" basis. Consultant's personnel will be assigned full-time until all assigned tasks are complete, unless otherwise noted in advance, to specific tasks and/or projects and will provide assistance to and work under direction of the City representative. The Consultant is expected to establish and maintain a close working relationship with City staff throughout the duration of the tasks(s) or project(s). The specific scope of work for each task/project will be provided from the City in a transmittal letter or email communication along with a meeting, if necessary, to discuss the specific needs of the assignment. Within 2 business days of receipt of the transmittal, the Consultant is expected to provide the City with a proposed level of support along with a completion schedule and an estimated cost to perform the task/project for the City to review and approve. The selected consultant will be expected to manage assigned projects, carefully control costs and resources, and completed the assigned work on schedule. The consultant shall provide progress reports to the Director/City Engineer at regular intervals which should include status of work completed to date, work anticipated to be completed in the next reporting period, problems/obstacles identified during the reporting period and outstanding issues (such items would remain on the list until resolved). The scope of services shall generally include the following: Assist with the preparation, review, and submission of Safe, Clean Water (SCW) Municipal Program Annual Plans and Annual Reports. Work with City staff to identify potential projects/programs that can utilize SCW funds. Assist with the preparation, review, and submission of annual reports to regulatory agencies as required by the MS4 permit. This may include, but is not limited to, the NPDES Annual Report and Upper Los Angeles River (ULAR) WMP/CIMP Progress and Monitoring Reports, or other reports identified by the City. Represent City at stakeholder meetings relevant to the NPDES/stormwater programs, including the Upper Los Angeles River (ULAR) Enhanced Watershed Management Program meetings. Provide written updates of relevant information discussed at the meetings. Develop and provide NPDES training for applicable City staff. Topics may include Land Development and Construction, Public Works O&M, Illicit Discharge/Spill Response, and other appropriate or required trainings related to stormwater/NPDES. Complete inspections of commercial facilities (approximately 25) to ensure compliance with MS4 Industrial/Commercial Facility Program. Tasks will include inspections, tracking, education of business owners, preparation of necessary reports, and follow-up activities. Conduct the 5-year Daily Generation Rate (DGR) compliance field study, as specified in the Los Angeles Trash TMDL. Work will include; Litter Collection/Analysis Preparation of report in format specified by the Regional Board Project Administration Assess program compliance and recommend actions Assist with the identification of potential stormwater quality improvement projects and grant funding opportunities. This may include, but is not limited to, preparation of conceptual design plans, cost estimates and grant application packages. Assist with as-needed NPDES or stormwater-related tasks not specifically identified in the scope of services
