The City of Sandpoint (City), Idaho is requesting statements of qualification (SOQ) from qualified firms to perform licensed professional services, including engineering, architectural, landscape architecture, construction management, and land surveying, pursuant to Idaho Code 67-2320, as well as related non-licensed, professional services. The purpose of this solicitation is to develop a short list of preapproved consultants (Professional Services Roster) to assist the City with a variety project-specific and/or on-call professional services. This list will be developed for multiple Categories of Professional Services, outlined in Section B. Interested firms may select one or more applicable category of service, based upon capabilities, and provide a response demonstrating qualifications per category. This RFQ provides the minimum criteria used to determine if a firm is qualified based upon a pass/fail evaluation. The City intends to publish the short list of pre-qualified firms, serving as the Professional Services Roster, and may utilize it to evaluate and directly select a firm to perform professional services with a value less than $50,000. Alternatively, at its option, the City may request multiple, pre-qualified firms from the short-list to provide a project-specific statement of qualifications with a scope of services up to $200,000 with a defined, project-specific qualifications based selection. Services valued at more than $200,000 will be formally solicited and independent of this RFQ.
