The development may include, but is not limited to, the planning, design, permitting, financing, construction of the 2215 East 3rd Street Property for purposes that align with the mission of the Housing and Community Services Department to provide the highest and best use for providing affordable housing that will align with the proposed neighborhood plan. The City may select a proposer or proposers to enter into negotiations for the development of the 2215 East 3rd Street Property, and proposers must demonstrate the requisite knowledge, experience, technical expertise, organizational and financial capability to perform the services requested under this RFP and to implement the plan and development accepted by the City. No reimbursement will be made by the City for any costs associated with providing a proposal or for providing additional information as a result of requests for more information or as a result of negotiations. The City reserves the right to negotiate with one or more proposers, to reject any one or all proposals, or any part of any proposal, to waive any informality in any proposal, and to award a contract and/or lease or other agreement deemed to be in the best interest of the City. The City of Panama City reserves the right to accept or reject any and all bids, proposals, competitive or otherwise, in whole or in part, to waive minor informalities in the solicitation documents, to obtain new bids, or to postpone the bid opening pursuant to the City's purchasing policies as they may deem in the best interest of the City.
