Renovation of an elderly care / assisted living facility in Warren, Ohio. Completed plans call for the renovation of a elderly care / assisted living facility.

The HOWLAND SCOPE CENTER INPROVEMENTS PROJECT will consist of minor finish upgrades such as wall painting and new floor and ceiling finishes. The main entrance doors will be replaced to ensure ADA compliance with a push pad entry system. Additionally, the kitchen will be outfitted with new equipment, replacing the existing units, and a new commercial kitchen exhaust hood system will be installed. Necessary electrical upgrades and new light fixtures will also be included. These items are a partial listing of the quantities contained in the bid documents, therefore, the Bidders should review the bid document for a complete itemization of all quantities of work. The contractor shall complete the work within sixty (60) calendar days of the "Notice To Proceed" date. The contractor shall pay liquidated damages for each consecutive calendar day of delay thereafter until completed in the amount of $250.00 per day. Location : 8273 High Street NE, Warren OH 44484 The bid package is required to be filled in completely and returned intact. Each Bidder must also submit evidence of experience on projects of similar size and complexity, along with verifiable reference for such work. Each Bidder must furnish a Bid Bond, signed by a Surety Company authorized to do business in the State of Ohio in the sum of one hundred percent (100%) of the amount bid, or a Certified Check, Cashier's Check or Letter of Credit revocable only by the Treasurer of Trumbull County equal to ten percent (10%) of the amount bid. Such Bid Bond or Check is a guarantee that if the bid is accepted, a contract will be entered into and the performance of it properly secured by a performance and payment bond in the amount of one hundred percent (100%) of the contract in accordance with the provisions of Ohio Revised Code Section 153.54. All contractors and sub-contractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of their project. Additionally, Domestic Steel Use Requirements, as specified in Section 153.01 of the Ohio Revised Code apply to this project. Copies of Section 153.01 of the Revised Code can be obtained from any office of the Department of Administrative Services. Contractors and Sub-Contractors shall be required to comply with Equal Employment Opportunity requirements of Ohio Administrative Code Chapter 123, The Governor's Executive Order of 1972 and the Governor's Executive Order 84-9. This project is subject to the requirements of the Affirmative Action in Employment, Presidential Order 11246 "Equal Employment Opportunity" as amended and as supplemented in Department of Labor regulations 41 CFR 60, title VI of the Civil Rights Act of 1964, Section 3 of the Housing and Community Development Act of 1968, Section 109 of the Housing and Community Development Act of 1974, The Copeland "Anti-Kickback" Act (18 U.S.C. 874) as supplemented in Department of Labor regulations (29 CFR part 3), Sections 103 and 107 of the Contract Work Hours and Safety Standards. Act (40 U.S.C. 327A 330) as supplemented by Department of Labor regulations (29 CFR part 5) and Davis Bacon and Related Acts requiring the payment of federal prevailing wages. No bidder may withdraw his bid for a period of sixty (60) days after the time of opening bids. The County reserves the right to reject any and all proposals, to waive any informalities or irregularities in the bid received, and to accept any proposal deemed most favorable to the County at the time and under the conditions stipulated. Trumbull County may request additional information relative to a Bidder's job experience and/or equipment, to increase, decrease or omit any Item in the Contract Documents, and/or to accept the Bid deemed most favorable to the County by the lowest responsive responsible Bidder, in accordance with provisions of the contract. If, in the opinion of Trumbull County or a delegated representative thereof, the lowest responsible Bid is not deemed favorable and in the best interest of the County, the County may accept another Bid so opened or reject all Bids and re-advertise for other Bids. Bidders must be listed on the list of bidders who requested and purchased bid packets at Roller Reprographics, Inc. to be considered for an award of a contract. A Contract shall be awarded to the lowest responsive responsible Bidder as soon as practical after Bid opening, subject to the reservation of the preceding paragraph. The successful Bidder must enter into a Contract with Trumbull County within 10 days after receipt of the formal "Notice of Award", in compliance with "Instructions to Bidders". The full name and address of the party or parties making the Bid and all persons interested therein shall be named in the Bid Documents. The only changes to the bid documents are the bid date and the contents of the addenda.
