Rte. 615 Time Limit : 11/21/2025 DBE 8 Last Date to Post Questions: 12/06/2024 VDOT - L71 - Culvert Replacement Over Roaring Run The Virginia Department of Transportation (VDOT) is firmly committed to the formation of a partnering relationship with the Contractor, all subcontractors, suppliers, FHWA representatives; where appropriate, other federal agencies, local government officials, utilities representatives, law enforcement and public safety officials, consultants, and other stakeholders to effectively and efficiently manage and complete each construction or maintenance contract to the mutual and individual benefits and goals of all parties. Partnering is an approach to fulfilling this commitment where all parties to the contract, as well as individuals and entities associated with or otherwise affected by the contract, willingly agree to dedicate themselves by working together as a team to fulfill and complete the construction or maintenance contract in cost effective ways while preserving the highest standards of safety and quality called for by the Contract combined with the goals of on time/on budget completion. The approach must still allow for the fact that the members of the team share many common interests yet have differing authorities, interests, and objectives that must be accommodated for the project to be viewed as successful by all parties. It is recognized by VDOT that partnering is a relationship in which: o Trust and open communications are encouraged and expected by all participants o All parties move quickly to address and resolve issues at the lowest possible level by approaching problems from the perspectives and needs of all involved o All parties have identified common goals and at the same time respect each other's individual goals and values o Partners create an atmosphere conducive to cooperation and teamwork in finding better solutions to potential problems and issues at hand This work shall consist of employing Portable Temporary Rumble Strips (PTRSs) in support of workzone flagging operations at locations or times designated herein, on the Plans, in the VWAPM, or as directed by the Engineer. A PTRS is a transverse rumble strip that consists of intermittent, narrow, transverse areas of rough-textured or slightly raised or depressed surface that extends across the travel lane to alert drivers to unusual vehicular traffic conditions. PTRSs are not required during emergency work, or during rain, snow, or icy weather conditions, as determined by the Engineer. Retroreflectors are retroreflective surfaces that redirect the vehicle headlights back to the driver to delineate the road. The retroreflective surface may consist of a plastic prismatic reflector or retroreflective sheeting. Retroreflectors are used with: o Pavement Markers (Permanent and Temporary) o Delineators (Guardrail, Barrier, Flexible Post, Road Edge) Pavement markers and Delineators shall be approved by reviewing performance data from one or both of the following test programs: (a) AASHTO's National Transportation Product Evaluation Program (AASHTO/NTPEP). Test data values used for approval may be based upon the data generated per the applicable NTPEP Work Plan. (b) VDOT Test Facility - VDOT may elect to evaluate performance from their own test facility. This work shall consist of constructing one or more courses of asphalt concrete on a prepared foundation in accordance with these Specifications and within the specified tolerances for the lines, grades, thicknesses, and cross sections shown on the plans or established by the Engineer. At the Contractor's option, the asphalt concrete mix may be produced using a warm-mix additive or warm-mix process approved by the Department. When used, the temperature placement limitations for Warm Mix Asphalt (WMA) shall apply. This work shall also consist of constructing asphalt concrete curb and rumble strips in accordance with these Specifications, plan details, and the Standard Drawings. This work shall consist of providing, installing, maintaining, and removing of Driveway Assistance Devices (DAD) used to guide drivers entering one-lane, bi-directional work zones from driveways to proceed in the proper direction of travel when used with temporary traffic signals. Based on the geologic formations present within the project limits and the geotechnical investigation performed by the Department, acid-producing materials (APM) consisting of pyritic rock and overlying weathered residuum from that rock will be encountered in project excavation. APM contains sufficient pyrite to produce acidic drainage when exposed to atmospheric conditions and weathering processes. It is the responsibility of the Contractor to properly handle, dispose, or treat the project excavation. Any freshly exposed rock cut excavation should be isolated from drainage and protected from saturation or runoff until the excavation can be backfilled with non-APM, limestone off-site borrow.
