3-year routine refuse and recycling disposal services for state parks located in western Sonoma County in the cities of Bodega Bay, Guerneville, Jenner, and Duncans Mills. Provide refuse and recycling services for CA State Parks, Russian River Sector. Contractor must possess and provide a copy of Sonoma County Solid Waste Facilities Permit, Sonoma County Business License, and CA DMV Motor Carrier Permit. Specific service locations are at California State Parks located in Sonoma County as described in document entitled, Exhibit A, Scope of Work. complete and ready for use in accordance with plans and specifications and such addenda as may be issued prior to bid opening date. The anticipated performance period of the contract is December 1, 2024 or Upon DGS Approval, whichever is later, through 3-years. Sherman@parks.ca.gov. Included in this solicitaion are instructions to bidders and sample standard agreement for your review and consideration of bid proposal. Disabled Veterans Business Enterprise (DVBE) requirements are waived for this solicitation; however incentive program applies. Complete bidders checklist and and submit all required bid forms. Bids shall take into consideration all such conditions as may affect the work. Bidder should carefully examine the entire bid documents and become fully aware of the nature and location of the work, the quantities of work, and conditions to be encountered in performing the work. Bid date notes: Bids shall be submitted in duplicate a sealed envelope. This envelope shall include the return address of the bidder, be marked "Bid - Do Not Open" and delivered to the place shown above prior to the time and date of the bid opening. It is the responsibility of the bidder to ensure that his/her bid is received in proper time. Facsimile (Fax) responses will not be considered. No bids will be accepted after the date and time set for the bid opening Bids will be opened and rea d publicly at the time and place indicated above. Bidders or their authorized agents are invited to be present. Bids may be submitted electronically via email in Portable Document Format (PDF) Any bid may be withdrawn prior to the hour fixed above, provided that the written request for withdrawal is submitted by the bidder or his/her duly authorized representative and filed at, e-mailed to or sent by FAX to the place shown above. An oral or other form of request to withdraw a bid is not acceptable Bids may be rejected if they show any alterations to form, additions not called for, conditioned bids, incomplete bids, or irregularities of any kind. Only those bids which cover all the work outlined will be considered. The State reserves the right to reject any or all bids. If the contract is awarded, it will be awarded to the lowest responsible bidder whose bid complies with the prescribed requirements. In the case of a tie bid, the determination of a successful bidder will be made by a coin toss in the presence of all interested bidders, at a ti me and date set by the originating office All bids shall remain valid for 30 calendar days after the bid opening date Protests of award shall be in writing and filed with: Department of General Services Office of Legal Services Attention: Protest Coordinator 707 Third Street, 7th Floor, Suite 7-330 West Sacramento, CA 95605 Bid Protest Coordinator Email address: OLSProtests@dgs.ca.gov A copy of the written protest should be sent to: Department of Parks and Recreation Administrative Services Division Manager, Contract Services Unit P.O.Box 942896 Sacramento, CA 94296-0001 Bid submission time will be as the electronic time stamp associated with when the electronic email submission was received by state administrator. Submissions with attached PDF exceed ing ten megabytes (10 MB) in size risk being rejected and can be deemed unresponsive. DPR will provide individual electronic email response confirming receipt of each submission received. If confirmation receipt is not received within one- hour of submission, please contact Leigia. Nunez@parks.ca.gov. Confirmation of receipt is not a representation by DPR the submitted bid is responsive or complete. Bidders shall ensure electronic submission contains attachment, the documents are fully responsive adn do not lack any deficiency without error. Failure to do so risks the bid deemed un-responsive.
