Battery Park City Authority requests proposals to provide BPCA with landscape and sprinkler maintenance of fourteen street center medians (the "Medians") located within the southern portion of New York State Route 9A/West Street between Chambers Street and Battery Place. The services shall include, but not be limited to: (1) maintenance and start-up work for the landscaping and sprinkler system within the Medians for the spring season; (2) maintenance and winterization for the landscaping and sprinkler system within the Medians for the fall season; (3) routine/periodic maintenance and watering for the landscaping and sprinkler system within the Medians year-round;(4) new plantings for the spring season; and (5) additional services as requested by BPCA. A detailed Scope of Work which sets forth in greater detail those tasks for which the selected Proposer will be responsible, including the timelines for the spring and fall seasonal work, is found in Exhibit A of the request for proposals document ("RFP"). New York State-certified Minority-Owned Business Enterprises ("MBE"), Women-Owned Business Enterprises ("WBE") and Service-Disabled Veteran-Owned Business Enterprises ("SDVOB") are encouraged to submit Proposals. All Proposals must meet the requirements listed in the RFP. Restricted Period: Proposers are restricted from making contact with anyone other than the Designated Contacts (identified below) during the period from the time of publication of this advertisement through approval of the procurement contract by BPCA (the "Restricted Period"). Employees of BPCA are required to record certain contacts during the Restricted Period, including, but not limited to, any oral, written or electronic communication with a governmental entity under circumstances where a reasonable person would infer that the communication was intended to influence the governmental entity's conduct or decision regarding the governmental procurement, and to make a determination of responsibility based, in part, upon any such contact. Failure to abide by this process may result in a finding of non-responsibility. Service-Disabled Veteran-Owned Set Aside: No Minority Owned Sub-Contracting Goal: 15% Women Owned Sub-Contracting Goal: 15% Service-Disabled Veteran-Owned Business Contracting Goal: 6% Contract term: 3 Years Deadline to submit questions to BPCA: September 23, 2024 by 4:00 p.m. (by email only) All questions regarding this RFP should be submitted in writing via email to the "Designated Contact": Michael LaMancusa, Associate Contracting Officer, Battery Park City Authority, at michael.lamancusa@bpca.ny.gov. BPCA's response to substantive questions: September 30, 2024. BPCA reserves the right to decide whether to interview any or all of the Proposers. The Committee may conduct interviews for many reasons, including to further assess a Proposer's ability to perform the Work or provide specific services, or to seek information related to any other evaluation criteria. The proposed Lead Project Manager (PM), as well all other key personnel proposed to perform the Work, must be available to participate in the interview.
