The City of Memphis, Tennessee will receive separate Sealed Bids for the construction of the Memphis Stormwater Program (MSQ2), Drainage Improvements at the location, date and time noted below and then, at said time, publicly open and read the BIDS aloud. The work to be bid on for this advertisement is as follows: Package Number Package Title Bid Closing Date Bid Closing Time (CST) Subcontract Packages 00 00 33 GMP #1 Stormwater Drainage- Morningside October 04, 2024 1:00 PM The allotted time for construction is stipulated in the Request For Proposal. REGISTRATION PROCESS: All firms are required to prequalify for the Memphis Stormwater Program (MSQ2) project. If your firm has not yet completed the pre-qualification process, please contact CDM Constructors Inc., Larry Oliver, Procurement Manager oliverlr@cdmsmith.com and/or Bob Humker, Senior Procurement Specialist humkerrb@cdmsmith.com. MINORITY, WOMEN, AND DISADVANTAGED BUSINESS ENTERPRISE (M/WBE, DBE) GOALS: Memphis Stormwater Program (MS2Q) participation Goals: Morningside- 26% MBE/ 5% WBE Vendors must be registered on the City of Memphis EBO program. A bid bond or certified check, for all subcontractor packages, in an amount equal to five percent (5%) of the total of the bid is required. Certified checks should be made payable to CDM Constructors Inc. The successful bidder will be required to execute acceptable Performance and Payment Bonds in an amount equal to one (100%) percent of the contract price. All bidders must be licensed contractors as required by the Contractors Licensing Act of 1994 (TCA Title 62, Chapter 6). No bid will be opened unless the outside of the sealed envelope containing the bid provides the information as noted in the Request For Proposal. By submission of a signed proposal, the bidder certifies total compliance with Title VI and Title VII of the Civil Rights Act of 1964, as amended, and all regulations promulgated thereunder. No proposal may be withdrawn within (120) days after the scheduled time for receipt of proposals. All Proposer's shall submit an opaque sealed envelope with their proposal in accordance with the direction below. All proposals shall include the bid bond as noted above. The envelope shall be submitted to the below address and labeled as follows: PROPOSAL ENVELOPE: BID ENCLOSED Bid for the City of Memphis Stormwater Program (MSQ2) Proposer's Name: Proposer's Address: Package Title / Package Number Contractor License Number License's Expiration Sealed Bids will be received at the below address until the time and date stated above for each package. Sealed bids must be sent through the mail via delivery services such as FedEx, UPS, USPS or other delivery service and shall be sent in such a manner to allow the opening of the "Mailing Container" and still have intact the sealed bid. On the Mailing Container the sender shall state the words "SEALED RESPONSE IS ENCLOSED" and the package number. DAVIS-BACON ACT and AMERICAN IRON AND STEEL REQUIREMENTS This project is being funded by the Water Infrastructure Finance and Innovation Act (WIFIA) Program. The loan recipient must be in compliance with all applicable Federal, Davis-Bacon Act and American Iron and Steel requirements. DISADVANTAGED BUSINESS ENTERPRISES (DBE) REQUIREMENTS Any contract or contracts awarded by the Owner through this invitation for bids will be funded by a WIFIA program. State and Federal funds will be involved in this project, and, as a result, Bidders must comply with the WIFIA Loan Program's Disadvantaged Business Enterprises (DBE) requirements including contacting a minimum of 10 qualified DBE sub-contractors, professional service providers, vendors, and/or suppliers by certified mail to solicit bids. The apparent successful Bidder must submit to the Owner copies of the certified letters and return receipts prior to contract award. Neither the State of Tennessee nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting contract(s) awarded by the Owner. SPECIAL NOTICE TO DISADVANTAGED BUSINESS ENTERPRISES (DBE) FIRMS All qualified Disadvantaged Business Enterprises (DBE) firms desiring to bid as a General Contractor, sub- contractor, professional service provider, supplier, or equipment vendor are encouraged to contact CDM and Email: oliverlr@cdmsmith.com or humkerrb@cdmsmith.com in order to obtain copies of bidding/contract documents.
