Site work for a civil project in Mason City, Illinois. Completed plans call for site work for a water / sewer project.
The work includes, but is not limited to, construction of a new 500,000-gallon, welded steel elevated water storage tank. This shall also include piping, concrete, electrical and mechanical appurtenances, as well as grading, site work, controls, erosion control and surface restoration. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois environmental protection agency (Illiniois epa). Neither the state of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the procedures for issuing loans from the public water supply loan program (35iac part 662), the davis bacon act (40usc276a through 276a-5) as defined by the united states department of labor, the employment of Illinois workers on public works act (30 Ilcs 570), and the federal "build America, buy America act" requirements in the infrastructure investment and jobs act, pub. L. No. 117-58.This procurement is also subject to loan recipient's policy regarding the increased use of disadvantaged business Entreprises (dbe's). The loan recipient's policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to the day of the bid opening. The policy is contained in the specifications. Bidders are also required to comply with the president's executive order no. 11246, as amended. This project is funded in whole or in part with grant funds from the Community Development Block Grant (CDBG) program. Attention is called to the fact that 1) not less than the Federal prevailing wages as set forth in the Contract Documents must be paid on this project; 2) The work to be performed under this contract is subject to the requirements of Section 3, 24 CFR Part 75; and 3) The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. A certified check or bank draft, payable to the order of City of Mason City, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (10%) of the total Bid shall be submitted with each Bid. Bidders must not be excluded from participating in any federal assistance program [24 CFR 85, Subpart C 85.35]. The City of Mason City reserves the right to reject any or all Bids or to waive any informalities in the bidding. Bids may be held by the City of Mason City, IL) for a period not to exceed 90 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract. The successful bidder will be required to agree to not less than the prevailing rate of wages will be paid to all workmen, laborers, and mechanics performing their work under their contract. Bids will be received for a single prime Contract. The Issuing Office will distribute Bidding Documents in electronic format through a secure upload site at no cost to bidders. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
