Site work and paving for a mixed-use development in Glen Ridge, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

**As of November 6, Project has been awarded. Award amount is $263,985.45** Sherman Avenue and Laurel Place Improvements The work to be performed includes the furnishing of all labor, materials and equipment necessary to complete the work as shown on the drawings and described in the specifications. The principal items of work to be performed under the base bid of the contract includes the installation of approximately: 8,220 S.Y. HMA Milling, 3" or Less, 1,205 TON Hot Mix Asphalt 9.5M64 Surface Course, 170 S.Y. Concrete Sidewalk, 4" Thick, 160 L.F. 9" x 18" Concrete Vertical Curb, 120 L.F. Belgian Block Curb, and other incidentals. The work to be performed under this contract shall include, but not be limited to, milling and paving of various roadways and the construction of handicapped accessible ramps in various locations as detailed in the schedule shown on the plans. The proposed work shall include removal of sufficient existing concrete sidewalk sections and slate sidewalk sections to be able to achieve the correct maximum slopes on the approaches to the ramps, construction of flush curbs, construction of new sidewalk and ramps, including installation of the detectable warning surfaces, restoration of adjacent disturbed areas (asphalt and vegetative areas), installation of concrete and Belgian block curb as indicated on the drawings, and other incidental construction as indicated on the drawings. Please be advised that project is funded in part by New Jersey Department of Transportation municipal aid funds. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. N.J.A.C. 17:27 and the requirements of P.L. 1975 c. 127 (Affirmative Action). Bidders shall also comply with P.L. 1963, c. 150 (Prevailing Wage) and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et seq.). Bidders are required to comply with Executive Order #34 (1976) debarred vendors. Mayor and Council reserve the right to reject any or all bids or any or all items in the proposal; to increase or decrease or eliminate such items as may be necessary for the adoption of any alternate; to accept that one which, in its judgment, best serves its interest; to waive any informalities or irregularities in the bids received and to accept the bid from the lowest responsible bidder. The rules and regulations cited in 24 CFR 92.351(b), 24 CFR 85.36(e) (i-vi), and OMB Circular A-102 on this topic specify that proactive outreach efforts to include MBW-WBE-DBE must be undertaken as part of the open completion process for contract opportunities funded with CDBG and other federal dollars. The sub-grantee and its contractors and subcontractors are, therefore, required to provide the maximum practicable opportunity of MBW-WBE-DBE's to participate in the procurement process. All contracts and subcontracts for construction or purchase of materials are subject to Section 3 of the Housing and Community Development Act of 1968 where to the greatest extent possible, opportunities for training and employment shall be given to lower income residents of the project area, and when possible, contracts shall be awarded to business concerns owned by area residents. Small, Minority and Women's Business Enterprises are encouraged to obtain specifications and compete for the contracts assisted with Community Development Block Grant funds. The successful bidder will be required to comply with all provisions of prevailing wage rates as determined by the New Jersey Department of Labor and Federal Department of Labor (Davis-Bacon Act). Unless otherwise permitted by N.J.S.A. 40A:11-23.3, all bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days in accordance with N.J.S.A. 40A:11-24. The Owner and Bidder may agree to hold bids for consideration for a longer period of time, in accordance with N.J.S.A. 40A:11-24. The Owner reserves the right to reject bids pursuant to N.J.S.A. 40A:11-13.2, N.J.A.C. 7:22-9.10, or other applicable law; to waive minor informalities or non-material exceptions in the bids received and to accept the bid from the lowest responsible bidder, as per N.J.S.A. 40A: 11-1, et seq. MBE (53%), WBE (6.9%)
