Site work for a communication facility in Savannah, Georgia. Completed plans call for site work for a communication facility.

Wilmington Island Radio Tower Fiber Project. The conduit and fiber will run to the site of an upcoming new radio tower and connect to existing Chatham County fiber. Two sections (Sections 1 and 3) of this project are new builds and will consist of having 2" HDPE conduit installed and a 288-count single mode fiber. The second section already has the conduit installed and will consist of installing a 288-count single mode fiber. The intended path for the conduit and fiber (yellow route and blue route) and handhole placement are depicted below and on the supporting attachments. The route for the 288-count fiber into existing conduit (red route) is depicted below and on the supporting attachments. Four fibers shall be fusion spliced to existing fiber at the intersection of Jefferson St and W. Oglethorpe Ave and connect through to the tower site at grid location 31.989696 -80.991468. Handholes should be located approximately every 500 - 800 feet. The handholes depicted on the supporting documents must be placed at these points and have splice enclosures added. Additional handholes can be placed at the designer's discretion following the scope of this project. Any reason for deviation from the specified path must be submitted for approval before bid submission. A. Underground Conduit should be installed using Horizontal Directional Drilling. B. Handholes should be placed approximately every 800 feet. The distance may sometimes be shorter or longer as depicted in the attached route document. C. Handholes should have 50' of slack fiber coiled inside. The coil must not exceed the fiber bend radius, as specified by the manufacturer. D. Handholes and fiber splice enclosures must be added at the following intersections and locations: a. Oglethorpe Ave and Bull St. b. Oglethorpe Ave and Abercorn St. c. Oglethorpe Ave and E. Broad St. d. Randolph St. and E. President St. e. President St and Pennsylvania Ave. f. President St and Capital St. g. Islands Expressway and Hwy 80, h. Islands Expressway and Bryan Woods Rd. i. Wilmington Island Rd at grid location 32.007972 -80.987570 j. Wilmington Island Rd and N. Cromwell Rd k. Wilmington Island Rd and Winchester Dr. l. The tower site at grid location 31.989696 -80.991468. E. The complete fiber route shall be tested with an OTDR, and a report should be generated that shows distance and loss at each splice and connector. F. Fiber loss per splice and connection should not exceed the ranges as specified in ANSI/TIA 568-C for single-mode fiber. G. The contractor shall supply As-Built drawings 24"x36" showing the installed route and handhole locations. H. Current fiber splice diagrams and fiber route maps will be available to the awarded bidder. Standards for Acceptance of Bid for Contract Award: The County reserves the right to reject any or all bids and to waive any irregularities or technicalities in bids received whenever such rejection or waiver is in the best interest of the County. The County reserves the right to reject the bid of a bidder who has previously failed to perform properly or complete on time contracts of a similar nature, or a bid from a bidder whom investigation shows is not in a position to perform the contract. Purpose: The purpose of this document is to provide general and specific information for use in submitting a bid to supply Chatham County with equipment, supplies, and/or services as described herein. All bids are governed by the Code of Chatham County, Chapter 4, Article IV, and the laws of the State of Georgia. This project IS a Special Purpose Local Option Sales Tax (SPLOST) Project. See paragraph 2.20 for MBE/WBE participation goals. Goals established for this project are 30% MBE/WBE combined unless otherwise specified. A Minority/Woman Business Enterprise (M/WBE) is a business concern that is at least 51% owned by one or more minority/woman individuals and whose daily business operations are managed and directed by one (1) or more of the minority/woman owners. Chatham County does not utilize third parties to obtain bids on its behalf. * The purpose of this bid is to solicit competitive bids from qualified Contractors for the engineering and installation of underground fiber conduit and fiber optic cabling. The conduit and fiber will connect the Wilmington Island Tower site to the existing Chatham County fiber. The installation shall be turn-key and should include but not be limited to the design, trenching, installation, testing, troubleshooting, and documentation.
