Site work and paving for a mixed-use development in Lock Haven, Pennsylvania. Completed plans call for site work for a playground / park / athletic field; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

As of November 8, 2024, bids received were rejected. Project will rebid but no definite date yet. This project consists of the demolition of existing structure and site amenities, removal of existing impervious surfaces and construction of a new pedestrian walking path, new curb and gutter, ADA parking, installation of site furnishings, installation of fencing, multipurpose court, basketball court and pavilion as shown on the Contract Drawings and specified herein. Any questions during the bidding process shall be in writing and emailed to The City of Lock Haven, Contact: Abigail Roberts (aroberts@lockhavenpa.gov) and the Engineer's office, Contact: W. Andrew Arnold (warnold@gdfengineers.com). The deadline for all questions is 12:00 P.M. March 5, 2025. No questions received after 12:00 P.M. March 5, 2025 will be addressed. A certified check or bank draft payable to the order of OWNER, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. The City may accept or reject any or all bids or hold all bids for a period of 45 days from the date of Bid Opening before making a decision. Bids shall remain irrevocable for 45 days after the actual date of the opening thereof unless award is delayed due to the required approval of another government agency, the sale of bonds, or the award of a grant or grants; in which case, bids shall be irrevocable for 120 days in compliance with Act 317 of 1978, as amended. No bidder may withdraw a bid within 45 days after the actual date of the opening thereof without the risk of forfeiting the bid bond submitted with the bid. The Owner reserves the rights to reject any or all bids, to waive any defects, errors, omissions, irregularities or informalities in a bid or the bidding procedure, and to accept any bid, which it may deem to be for or in its best interest.
