Bids shall be accompanied by a certified check or bid bond made payable to the Perry County Fiscal Court in an amount not less than 5 percent of the base bid. Contract "B", Part "A" will include the installation of +-9,000 LF of 6" IPS HDPE DR11 waterline and related appurtenances. Contract "B", Part "B" will include the installation of a gravity sewer system consisting of 28 manholes and +-6,800 LF of 8" PVC SDR35 pipe; a force main sewer system consisting of 4 duplex sanitary sewer lift stations, +-3,800 LF of 6" IPS HDPE DR11 force main, +-950 LF of 4" IPS HDPE DR11 force main, +-2,300 LF of 2" IPS HDPE DR11 force main, and related appurtenances. Determination of the successful Bid will be based on the lowest responsive and responsible Bidder whose qualifications indicate the award will be in the best interest of the OWNER and whose Bid/proposal complies with all the prescribed requirements. No Notice of Award will be given until the OWNER has concluded such investigation as deemed necessary to establish the responsibility, qualifications and financial ability of Bidders to do the work in accordance with the Contract Documents to the satisfaction of the OWNER within the time prescribed. The OWNER reserves the right to reject the Bid of any Bidder who does not pass such investigation to the OWNER's satisfaction. In analyzing Bids, the OWNER may take into consideration alternate and unit prices, if requested by the Bid forms. Every request for such interpretation should be in writing addressed to the Director of Central Purchasing, who in turn will have an addendum issued for the Perry County Fiscal Court, and to be given consideration must be received prior to the date fixed for the opening of Bids. Any and all such interpretations and any supplemental instructions will be in the form of written addenda to the specifications. Acknowledgement of the receipt of addenda must be included with all submitted Bids. Failure of any Bidder to receive any such addendum or interpretation shall not relieve such Bidder from any obligation under his Bid as submitted. All addenda so issued shall become part of the Contract Documents. .
