The Purpose of This Quick Quote Solicitation is to Procure Pavement Condition Index Surveys Arlington County is seeking qualified contractors to perform a detailed field survey of the County pavement system. The area of the survey will consist of the pavement segments designated County Wide and identified in the attached map. The Contractor shall collect and record data of the type, severity level, and quantity of all the types of distress factors listed below: 1. Ride Quality 2. Transverse Cracking 3. Alligator Cracking 4. Longitudinal Cracking 5. Edge Cracking 6. Potholes 7. Raveling /Streaking 8. Wash-boarding/Shoving 9. Bleeding/Flushing 10. Crown The Contractor shall record these factors on the Contractor's own standard report form. Any form used by the Contractor will be subject to an advance approval by the County Project Officer. Contractor shall perform quality control of the field collected survey data as specified by the County's Project Officer. Quality Control will be done by the County performing arbitrary field inspections to verify survey data against actual conditions. The primary purpose of the Work is to provide field survey services of approximately 1059 lane miles of the Arlington County pavement system. The Contractor shall conduct an automated pavement condition survey using definitions and standards in general accordance with ASTM D6433-11, Standard Practice for Roads and Parking Lots Pavement Condition Index (PCI Surveys). Condition scores shall be calculated using a scale from zero (0) for failed pavement to one hundred (100) for a pavement in perfect condition as described in ASTM D6433-11. The Contractor shall complete the survey and, shall detail the information in an excel spreadsheet. The PCI survey shall be of the entire County and, in conjunction with the analysis, it shall be completed within forty-five (45) calendar days from the date of execution of this Contract by the County, but no later than November 4, 2024. Extension of time may be provided if approved by the County Project Officer at the time of the Start-up Meeting. The Contract Documents set forth the minimum work estimated by the County and the Contractor to be necessary to complete the Work. It shall be the Contractor's responsibility, at the Contractor's sole cost, to provide sufficient staffing and resources to fulfill the purposes of the Work. Nothing in the Contract Documents shall be construed to limit the Contractor's responsibility to manage the details and execution of the Work. Lump Sum: A method of payment to the Contractor for a fixed sum amount, which constitutes Total Compensation to the Contractor for the performance by the Contractor of the Work stated in the Contract. All responses will be reviewed for accuracy and each Bidder may be required to provide additional information in support of its statements, credentials and past performance. The County reserves the right to require documentation that Contractor is abiding by the ordinances, regulation, and laws of their community and the Commonwealth of Virginia.
