The purpose of this bid is to perform on an annual agreement intrusion and fire alarm monitoring services as well as repair services for Tarrant County alarm monitoring equipment. Bids will be evaluated and awarded to the lowest bid(s) meeting specifications and awarded per building or group of buildings as stated in 'Line items' for Section 1: Intrusion Alarm Monitoring Service, and Section 2: Fire Alarm Monitoring Service. Tarrant County reserves the right to designate a Primary, Secondary and/or Alternate Contractor. Tarrant County reserves the right to designate the work in the best interest of Tarrant County. 1. CONTRACT TERMS: Vendor(s) will be awarded a twelve (12) month contract, effective from the date of award or notice to proceed as determined by the Tarrant County Purchasing Department. At Tarrant County's option and approval by the Vendor, the contract may be renewed for two (2) additional twelve (12) month period(s), as further explained in Renewal Options. Prices must remain firm for the entire contract. 2. RENEWAL OPTIONS: Tarrant County reserves the right to exercise an option to renew the contract of the Vendor for two (2) additional twelve (12) month period(s), provided such option is stipulated and agreed upon by both parties. If Tarrant County exercises the right in writing, the Vendor must update and submit any documents required during the initial solicitation by no later than thirty (30) calendar days prior to the commencement of the option period. Required documents must be in force for the full period of the option. If the updated documents are not submitted by the Vendor in complete form within the time specified, Tarrant County may rescind its option or seek a new solicitation. Contractor shall provide around the clock (24 hours a day, 7 days a week) intrusion and fire alarm monitoring services as well as alarm monitoring equipment repairs during regular business and non-business hours. b. Tarrant County at times, shall ask for budgetary quotes, based on Contract pricing. When submitting a quote, Contractor is required to list on the quote document and adhere to the Contract pricing on all their correspondence with the Tarrant County representative. This is a time and material Contract, so the quote submitted may be less or more dependent on actuals. Tarrant County shall only pay for actuals. c. Tarrant County reserves the right to add or delete buildings and their locations as needed. Tarrant County shall request a written quote from Contractor for a location not listed on the Contract. Contractor shall submit, in writing, a fair and reasonable price for the service requested based on Contract pricing. d. Notification of cancellation of monitoring service shall be provided in writing to the Contractor with thirty (30) days' notice. e. Contractor shall own all equipment needed to provide service to Tarrant County and complete work in a timely and satisfactory manner. If Contractor does not own equipment needed to complete the job and rental is required, Contractor shall be required to provide Tarrant County representative with rental cost. All rental charges shall be approved by a Tarrant County representative before any costs are incurred. f. Contractor shall be required to provide final inspection reports upon completion of all repair service. g. Tarrant County reserves the right to designate the work to secondary or alternate Contractor in the best interest of Tarrant County, when the Primary response time is not met, or the quality of work is seen as unacceptable. h. Tarrant County reserves the right to designate the work to secondary or alternate Contractor on overall low based on hourly rate, parts markup and owner rental equipment combined when in the best interest of Tarrant County. i. Tarrant County reserves the right to use secondary or alternate Contractor when, the number of hours estimated by the primary Contractor is considered excessive, or the number of technicians required/sent to perform the work required on a certain project is determined to be insufficient. j. Regulating or governing agencies as they pertain to specific monitoring services.
