The Village of Saranac Lake is seeking to contract with a qualified firm or consultant team for the engineering, design, and permitting for a sewer collection system and various Sewer Treatment Plant upgrades. The Village has issued a Request for Qualifications (RFQ) to identify firms with the interest, expertise, and capacity to assist the Village with this necessary infrastructure project. Service-Disabled Veteran-Owned Set Aside: No The Village of Saranac Lake owns and operates a central sewer collection and wastewater treatment system serving the incorporated Village and surrounding areas adjacent to the Village in the Townships of St. Armand, North Elba, and Harrietstown. The sewage collection for the Village consists primarily of gravity sewers, with some collection system pumping stations and associated force-mains and a main lift station that pumps the collected gravity and pumped to flow to the Water Pollution Control Plant. These pumping stations tend to serve the far extents of the Village/adjacent Townships. The Village WPCP is an activated sludge plant that consists of preliminary treatment, primary treatment, secondary treatment through traditional activated sludge and secondary clarification, and UV disinfection with a discharge of treated effluent to the Saranac River. The Village operates the collection and treatment system in accordance with New York State DEC State Pollution Discharge Elimination System, including those areas with service agreements located outside the Village. After completing the tertiary disinfection system, the village is looking to continue upgrades to keep the plant working at peak performance and as efficient as possible. Scope of Work The scope of work for the project includes, but is not necessarily limited to, the following tasks: 1. WPCP upgrades, including pumping, preliminary treatment, primary treatment, secondary treatment, tertiary treatment, septage receiving, solids handling, solar, controls, civil structural, HVAC, plumbing, electrical, and all work associated that is required to complete the upgrades. 2. Engineer and design projects for both the Collection system and Wastewater Treatment Plant 3. Sewer collection and trunk mains, including road repairs and restoration, including the trunk sewer main, swamp line, the other sewer mains identified in the engineering report as determined by the Village per allowable funding.
