Site work and renovation of a civil project in Clanton, Alabama. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
The bid is comprised of the following principal items: New 125 Ft. Diameter Clarifier Flow Splitting Structure Addition New Chlorine Feed Equipment and Distribution System New Return Sludge and Scum Pumps Miscellaneous Sitework Yard Piping Additions and Improvements Electrical System Improvements (including a new electrical building) Miscellaneous Improvements and Work All Bidders must be responsible, meeting the criteria and requirements set forth in the specification documents. Prequalification of Bidders is not required. This project is considered a" Public Works" project and is governed by competitive bid laws as contained in Title 39 ofthe Alabama Code. Bidders, subcontractors, suppliers, and Bond Agents should be familiar with this code. This project has received funding through the State Revolving Fund (SRF) Program which includes Federal assistance. As such, this project is subject to the SRF Program's Supplemental General Conditions which include stipulations related to, among other things, Disadvantage Business Enterprises (DBE), Davis-Bacon Wage Rates, American Iron and Steel(AIS), etc. The Owner reserves the right to reject any or all proposals and to waive technicalities. No Bidder may withdraw his bid within sixty days from the date set for receiving of the same. There will not be a Pre-Bid Conference for this Project. This project is governed by the applicable bid laws and practices of the State of Alabama. Concrete shall be comprised of cement, fine aggregates, coarse aggregate, and water, and shall be so proportioned and mixed as to produce a plastic, workable mixture. The relative stiffness of the mix may be varied within the limits hereinafter specified so as to secure the mix most suitable for the particular location and/or condition of placement. Concrete shall be Class "A" or Class "B" as defined below and required under Composition: (a) Class "A". All reinforced concrete shall be Class "A". If the structure is to contain liquid, the concrete shall be watertight. (b) Class "B". Concrete not requiring reinforcing. In general, the use of Class "B" concrete shall be limited to plain underground, unreinforced concrete for pipe bracing, skin coats, and concrete fill. Work in this section shall include design, fabrication, and installation of pre- engineered, pre-finished aluminum protective canopies and all associated components, accessories, and appurtenances. All work shall be in accordance with the shop drawings and this specification section. This Section shall cover the work of furnishing and constructing storm sewers and there appurtenances of the kind, strength, and size pipe required by the Contract Documents, in accordance with the requirements of these specifications and installing such sewers at the locations shown on the plans or designated and in conformity with established lines and grades. These items shall include the furnishing and construction of such joints, necessary cutting and connections to other pipe, catch basins, endwalls, inlets, outlets, grates, etc., as may be required to complete the work shown on the plans or directed. Unless indicated otherwise in the Plans, storm sewers shall be pre-manufactured reinforced concrete pipe. Circular reinforced concrete pipe shall meet the minimum requirements of ASTM C76/AASHTO M 170 for Class III unless other class is designated by the plans or Bid Documents. Arch reinforced concrete pipe shall meet the requirements of AASHTO M 206 and ASTM C506 for Class A-III unless another class is designated by the plans or Bid Documents If Horizontal Elliptical reinforced concrete pipe is offered as an alternate, the pipe shall meet the requirements of AASHTO M 207 and ASTM C507. The test reports shall also state the size and class of Arch pipe for which the Horizontal Elliptical pipe is substituted and the equivalency of the Horizontal Elliptical pipe to Arch Pipe. Unless specified otherwise on the plans or in the proposal, the Contractor may, for the required end treatment, either furnish and install a prefabricated pipe culvert concrete end section or construct a slope paved headwall, all in accordance with plan details and these specifications. The plans shall designate those end treatments which require a grate. Concrete end sections shall comply with the requirement for reinforced concrete pipe Class 3 pipe. Safety grates, when required, shall be fabricated in accordance with plan details. When prefabricated end sections are used, they shall be installed and securely affixed to the pipe line in conformity with the established lines and grades for the structure. When slope paved headwalls are used, they shall be constructed as shown on the plans. Drainage structures will be designated by type to distinguish shape, size, etc. by plan details. Certain units or portions of units may be constructed of cast-in-place concrete, precast concrete, and/or masonry as specified by plan details. Structures shall be reinforced Type A concrete and will conform with the Concrete Specifications herein. Precast concrete structures are preferred over cast in place concrete. When precast structures are not available, Contractor may submit a design of a steel reinforced, poured in place structure. Design will be designed and sealed by an Alabama Registered Engineer. The proposed design will be submitted as a Shop Drawing for the Owner's Engineer to review.
