Demolition, site work and renovation of a mixed-use development in Lake Charles, Louisiana. Completed plans call for the demolition of a educational facility; for the renovation of a educational facility; for site work for a educational facility; and fire / police facility.

The general scope of work for this project consists of demolition and removal of the former school building and improvements as shown on the plans. Once the building demolition has occurred, the removal and disposal of the of the top 2 feet of existing soil within the limits shown on the plans, followed by the furnishing and installation of lime conditioned select fill to the proposed elevation identified. The select fill will be installed in multiple lifts and compacted to the required density as monitored by engineer and testing laboratory. Question Deadline 10/04/2024 at 3:45 PM CT All bids shall be accompanied by a certified check, cashier's check, or bid bond payable to the City of Lake Charles, the amount of which shall be five percent (5%) of the base bid and all alternates. If a bid bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A- Rating in the latest printing of the A.M. Best's Key Rating Guide to write individual bonds up to ten percent of policyholders' surplus as shown in the A.M. Best's Key Rating Guide, or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents. No Bidder may withdraw his bid within forty-five (45) days after the actual date of the opening thereof; except as prescribed in LA R.S. 38:2215 A. Bids and Bid Bonds shall be submitted only on the forms provided with the specifications. The successful bidder shall be required to furnish a Performance and Payment Bond in an amount equal to 100% of the Contract amount, shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list (Circular 570) or approved bonding companies which is published annually in the Federal Register. The public shall incur no obligation to the Contractor until the contract between the City and the Contactor is fully executed. Contractors or contracting firms doing work which is classed as "Hazardous Materials" or any sub classification, shall be properly licensed when the work to be performed is $1.00 or more. Contractors or contracting firms submitting bids for work besides Hazardous Materials, shall be properly licensed for any work in the amount of $50,000.00 or more. All such bidders shall certify that they are licensed Contractors under Chapter 24 of Title 37 of the Louisiana Revised Statutes. Attention is called to the fact that the Contractor must ensure that employees and applicants for employment are not discriminated against because of race, creed, color, or national origin. The City of Lake Charles fully complies with Title VI of the Civil Rights Act of 1964, Americans with Disabilities Act, and related statutes, executive orders, and regulations in all programs and activities. The City operates without regard to race, color, national origin, income, gender, age, and disability. Any person who believes him/herself or any specific class of persons, to be subjected to discrimination prohibited by Title VI/Americans with Disabilities Act may by him/herself or by representative file a written complaint with the City of Lake Charles. The City's Title VI Coordinator/ADA Coordinator may be reached by phone at (337) 491-1440, the Mayor's Action Line at (337) 491-1346, or contact the appropriate Department Head. For additional sets of documents, furnished to the bidder, the deposit less the actual cost of reproduction will be refunded upon return of the documents, in good condition, no later than ten (10) days after receipt of bids. All bids must be submitted on the proper bid form or electronic bid form. The Contractor shall display his Contractor's license number prominently on the outside of the envelope on paper bids. Bids received after the above specified time for opening shall not be considered and shall be returned unopened to the sender
