The Victorville Water District ("District") invites proposals from qualified Engineering and Environmental Consultants to assist the District in applying for and a securing a National Pollutant Discharge Elimination System (NPDES) permit for the discharge of excess recycled water from the District's Industrial Wastewater Treatment Plant (IWWTP) to the Mojave River. 2. AWARD OF CONTRACT The District reserves the right to accept or reject any and all proposals and to award a Contract to the consultant who is found to best meet the requirements to perform the work. Relevant factors which will be considered in evaluating the quotes are: qualifications & required certifications of key personnel; related projects that key personnel have worked on; completeness and accuracy of submission documents, to include acknowledgement of any released addenda; past experiences with the District; references from other cities, developers, or municipalities regarding past work; and Cost Proposal Unit Prices. The scope of services outlined in this Request for Proposals (RFP) provides a general framework of the tasks the City expects the successful proposer to perform. It is designed primarily to allow for a fair comparison of proposals. The final scope of services to be included in the Professional Services Agreement will be negotiated between the City and the selected proposer. Proposers may modify the scope to better align with the City's project goals. This preliminary scope is not exhaustive, and each proposer, based on their expertise, should assess, and recommend any additional tasks needed to complete the project, revising the scope as necessary. The Consultant will be responsible for identifying and acquiring all necessary permits for discharging excess recycled water to the Mojave River, including the NPDES permit and any other environmental permits. This may include obtaining a Streambed Alteration Agreement from the California Department of Fish and Wildlife (CDFW), if deemed necessary, and any other relevant permits. The Consultant will prepare all required permit applications for the District's review and signature and will coordinate the application process for all necessary permits, agreements, and approvals from state, federal, and other agencies. Additionally, the Consultant will prepare entry permits and any other required permissions from landowners for conducting research, such as surveying and geotechnical investigations. Environmental clearance requirements will be determined in consultation with the relevant resource agencies. The District will directly cover all permit fees payable to the permitting agencies. The selected firm's proposal must clearly address existing conditions and outline any assumptions regarding the studies and analyses they will conduct. The firm should identify additional studies required by permitting agencies, potential discharge points, pipeline alignments, and the necessary environmental, engineering, hydrology, and hydraulic studies. Planning-level cost estimates for both acquiring the NPDES permit and constructing the discharge pipeline and outlet should be included. The consultant is expected to coordinate and lead an initial meeting with the Regional Board staff early in the process to gather input on the information required to support the new NPDES application.
