Janitorial Services at the Mayfair Hotel The Site is improved with a 15-story, 294-room boutique hotel with a three-level 183 parking spaces garage that was acquired by the City of Los Angeles ("City") to create a permanent infrastructure of available beds that can transition individuals from encampments to safe interim housing with wrap-around services, and eventually into permanent housing. Pursuant to the August 30, 2023, Asset Management Agreement ("AMA") between HACLA and the City, HACLA's Asset Management Department is the Management Agent for the Site and is responsible for procuring and contracting for necessary maintenance services in conformance with 24 CFR Part 200 (200.317 - 200.326), the Subcontract and Procurement Procedures required by the AMA, and requirements for the receipt of Community Development Block Grant (CDBG) funds. HACLA intends to seat a single provider operating under a one-year contract with four (4) oneyear options, for a total contracting period of up to five (5) years. The successful Service Provider will be selected on the basis of best value to HACLA based on the relative score of the proposals as they are evaluated, rated and ranked in accordance with the technical and price factors specified in this RFP.
