Site work for a water / sewer project in Anchorage, Alaska. Conceptual plans call for site work for a water / sewer project.

The Anchorage Water and Wastewater Utility (AWWU, Utility) is soliciting proposals from qualified firms to provide professional services for the Girdwood Water Storage Tank Site Selection project. The project will identify a location to construct a second water storage tank in Girdwood, Alaska. 1.2 Background Girdwood is a small community within the Municipality of Anchorage. New developments in the community will substantially increase the number of residences. To accommodate the increase in residences, ensure resiliency within the water system, ensure required minimum fire flows, and ensure sufficient treatment time for water, a new water storage tank is necessary. A new water storage tank will also provide system resiliency that will allow for the existing water storage tank in Girdwood to be maintained without affecting water service to the community. This project will recommend a site for a new water storage tank for Girdwood. The project will also lay the groundwork for AWWU to acquire the recommended property. 3.2 Project Tasks Work under this proposal may include but not be limited to, hydraulic analysis, engineering analysis of benefits and detriments of potential sites, analysis of real property with respect to ease of purchase, evaluation of pipe alignment from the existing [or new] Girdwood well to water storage tank and connection to the existing pipe infrastructure, surveying, permitting, soils exploration and reporting at the desktop level with no field exploration required, and real estate acquisition services as additional services to the contract. Work may include but is not necessarily limited to, the following: A. Review of existing hydraulic model, plans, studies, technical memoranda, records drawings, and any other data relevant to the project. B. Provide a Project Management Plan within fourteen (14) calendar days of Notice To-Proceed. AWWU at its option may change the scope of services. C. Solicit input from stakeholders including: AWWU Treatment, Engineering, and O&M divisions, and others as needed. D. Prepare a Design Study Report that identifies potential sites for a new water storage tank for Girdwood. This Design Study Report shall include a recommended site and will serve as the basis for a future design by AWWU. Elements to include: a. Analysis of topography to identify sites what will provide hydraulic advantages. b. Hydraulic modeling of the sites to determine improvements to the existing water system. c. Sizing of the water storage tank to accommodate the current and future needs of the community with respect to population and fire protection. d. Analysis of soil conditions at the selected sites. e. Determination of the appropriate type of water storage tank that is best suited to the potential sites. f. Analysis of land ownership of the sites and property in between the well and water storage tank and ownership and/or permitting issues that may be associated with construction of the tank and the feed and return transmission mains. Potential selected sites should not be prohibitively landlocked by issues related to property ownership. g. Analysis of alternative alignments for fill and return transmission mains to the selected water storage tank sites. h. Analysis of the level of environmental permitting process that will be required for the selected sites and transmission main alignments. i. j. Determine land and easement acquisitions necessary to install the water storage tank and associated transmission mains. Provide preliminary cost estimates to construct a water storage tank and feed and return transmission mains to the selected sites. E. Additional Services: AWWU may include additional services relevant to this project. Examples of such services may include, but are not limited to, surveying and preparation of property and easement acquisition maps and metes and bounds descriptions of the acquisitions. Right-of-way property acquisition services to prepare all necessary documents needed to acquire the recommended property. Assist AWWU with purchasing the identified recommended properties.
