The purpose of this bid is to seek a Contractor for the construction of a 200,000-gallon ground concrete storage tank at the Country Club of Sebring Water Plant #9 along with associated work and the removal of the existing ground storage tank. The submitting firm will be required to comply with all applicable laws, regulations, rules and ordinances of local, state and federal authorities having jurisdiction, including, but not limited to: all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 21, 1968 and published in the Federal Register (41 CFR Part 60-1, 33 F.2 7804); all provisions of the Public Entity Crimes (Fla. Stat. 287.133, et seq, as amended) and the provisions in Fla. Stat. 287.134, et seq, as amended, regarding discrimination. The Sebring City Council reserves the right to accept or reject any or all bids or any parts thereof; and the award; if an award is made, will be made to the most responsible bidder whose bid and qualifications indicate that the award will be in the best interest of the City of Sebring. The council reserves the right to waive irregularities in the bid. The WORK or PROJECT is generally described as the addition of a 200,000 gallon concrete ground storage tank, with rain-tray aeration and drafting fans plus a pump house containing two new variable frequency drive controlled high service pumps, new and relocated piping, electrical controls, a new generator and other associated work to the existing City of Sebring-Country Club of Sebring Water Plant #9, located at 3015 Haw Branch Road, Sebring, FL 33870. EXISTING CONDITIONS - A 78,000 steel ground storage tank, with raw water aeration- Country Club of Sebring Water Treatment Plant #9, Wells # 14 & 15 located at 3015 Haw Branch Road in Sebring. The existing water plant consists of 2 onsite wells, one 50 horsepower submersible well pump which supplies approximately 463 gallons per minute and a 60-horsepower vertical turbine well which supplies approximately 1,222 gallons per minute. The raw water is injected with liquid sodium hypochlorite as it is pumped to the elevated storage tank. PROPOSED CONDITIONS - This proposal in the accompanying application and plans is to add a 200,000 gallon ground storage tank with an eight tray (minimum), 2,500 gallon per minute (minimum) rain tray natural draft aerator with media. The rain-tray is different from a conventional tray cascade aerator in that the trays are deeper and contain plastic media to enhance the aeration and the water goes through holes in the bottom of the tray, rather than a cascade arrangement, which also enhances the aeration. Two direct drive exhaust fans for forced aeration will be installed as per the plans. A new pump house will be constructed containing the two new variable frequency drive (VFD) controlled high service pumps, each shall provide a minimum of 1,150 gallons per minute into the elevated storage tank (which will remain in place) and also be able to each pump a minimum of 1,150 gpm directly into the distribution system and maintain the pressure via the VFD controls. The two pumps will generally alternate, but also have the capability to pump at the same time to provide a much higher flow. It will be the plant operators' option to pump to the elevated tank or bypass it and pump directly to the system. SPECIAL CONDITIONS FOR THE BIDDING- BIDDERS- Tank - The tank manufacturer is required to be responsible for construction of the tank and all appurtenances and attachments with five feet of the perimeter of the outside of the foundation of the tank, with personnel trained and/supervised by them. The tank manufacturer is not required to bid, but may do so if they wish, on the pump house and piping for the rest of the job. The remainder of the work will be opened up for qualified building and underground contractors to submit a bid. The tank manufacturer will be responsible to work with other contractors on timing and coordinating of other work, including timing of the work and any equipment, controls, electrical work, wiring, sensors and/or sensors other work that may be placed in or connected to another building. Pump House, Chlorine Tank Building, Renovation of existing building, Pumps, Equipment, Piping, Site Work, Electrical Work, etc.-Any qualified contractor may bid the work other than the tank, unless they are teamed with a tank manufacturer for the tank construction. The contractor and all subcontractors performing work shall be properly licensed for the work they are performing. The tank manufacturer will be responsible to work with other contractors on timing and coordinating of other work, including timing of the work and any equipment, controls, electrical work, wiring, sensors and/or sensors other work that may be placed in or connected to another building. The contractor will need to coordinate the demolishing of the existing water plant site with The City of Sebring and the Engineer of record. All materials to be hauled away or to be saved and stock piled must be approved by The City of Sebring. For example, the existing water plant equipment such as the high service pumps, wheel gate valves, check valves, fittings, etc. will need to be removed and placed in a safe area designated by The City of Sebring for future use. The contractor will be required to demolish, dismantle and remove structures, piping, valves, water tanks and materials including timber, concrete and metal that are no longer needed. The contractor responsibilities include loading and unloading debris and waste onto trucks, hauling the materials to an approved disposal site. Refilling excavated holes and disturb areas with clean fill and grade to original elevation. Ensure Health & Safety rules are rigorously applied.
