Solid Waste, Recycling, and Organics Consulting Services Requesting Proposals From Qualified Firms (proposers) for Solid Waste, Recycling, and Organics Consulting Services ("services") to Establish a Three Year Professional Services Agreement (Agreement), With Two Optional One (1) Year Extensions. Question Deadline 09/24/2024 at 2:00 PM PT The term of this Agreement shall be from January 1, 2025, to December 31, 2028, unless earlier terminated as provided herein. The City shall have the unilateral option, at its sole discretion, to renew this Agreement automatically for no more than 2 additional one-year terms. Contractor shall complete the Services within the term of this Agreement and shall meet any other established schedules and deadlines Background The City is a charter city in the State of California. The City is a thriving community of approximately 50,000 full-time and 32,000 seasonal residents. It is located in the Coachella Valley in eastern Riverside County, part of the low desert region of Southern California. The City features big-city resources in a friendly, small-town setting, offering first class educational opportunities, safe and clean streets, as well as plentiful shopping and community events. Palm Desert is considered the geographical, educational and retail center of the Coachella Valley. Incorporated in 1973, the City operates under a council-manager form of government with a five-member City Council elected at large. Each council member serves a four-year term. The City Council meets on the second and fourth Thursdays of the month at Palm Desert City Hall, 73-510 Fred Waring Drive. The City has a Solid Waste Franchise Agreement with Burrtec Waste & Recycling Services, LLC (Burrtec) that provides for exclusive solid waste services within the city to residential, multi-family, commercial, and industrial customers. This agreement will expire on March 31, 2033. The City is responsible for the development, implementation, and enforcement of local solid waste collection programs with collection services provided by the franchised hauler, and ensuring these programs meet state mandates requiring organics diversion (Mandatory Organics Recycling AB 1826; Alternative Daily Cover AB 1594, Short-Lived Climate Pollutants (Organics) SB 1383). To serve and promote the welfare of its residents, the City intends to procure the Services outlined in this Request For Proposal. The award of this contract is subject to available budget adequate to carry out the provisions of the proposed Agreement including the identified scope of work. The City reserves the right to reject any or all proposals determined not to be in the best interest of the City. The method of Contractor Selection has not been Determined at this time.
