Under the recommendation of Superintendent Roland Toscano, board President Monique Presas and the school board unanimously approved to put a $360 million bond proposal before voters on the Nov. 5 ballot. The bond is divided into three separate components, the largest of which would go toward the construction of three new schools. These include a brand-new high school, the second in the district, and two new elementary schools. “I just want to jump in and say thank you, guys, for being here and listening to this,” Presas said, addressing the audience in attendance at the meeting. “I don’t have kids in school anymore, but I’m more than happy to do anything I can for the future children and for the children going to school now.” The bond payments would increase the district’s tax rate by 19 cents per $100 of taxable property value. The district has earmarked $331 million for the construction of the new schools if the bond passes. The remaining bond components include upgrades to Hornet Stadium, which sustained damage to the press box due to inclement weather and hail earlier this year, and to other outdoor athletics facilities. East Central voters also will consider a proposal to increase the district’s property tax rate by an additional 5 cents per $100 of taxable value on the maintenance and operations portion of the tax; the district would use the additional revenue to raise the pay for hiring new teachers and district staff, as well as accommodate pay raises and security upgrades, including providing an armed officer at every district campus. This would allow East Central ISD to take advantage of matching funds from the state to generate approximately $6.6 million per year. This will be Proposition A on the ballot in November. “I want to thank our board, staff, and community for their work to help get us to this point,” Toscano said in a news release. “The decision was reached through a thorough process.” In 2022, district voters approved a $240 million bond, which has been used to build new elementary school campuses, including the recently opened Honor Elementary School, and improvements to existing campuses. A bond proposal in 2021 of $172 million failed. In the November election, East Central voters will be asked to consider the four propositions totaling $360 million. “The district is committed to transparency regarding this election, ensuring our community has the information needed to make an informed vote,” Toscano said. According to the East Central ISD, student enrollment is anticipated to more than double by 2033, from the current 11,176 to 25,617.
