The City of Lincoln, hereinafter called Owner, is requesting proposals from qualified firms to finance, design, build, own, operate, and maintain a Landfill Gas (LFG) to Renewable Natural Gas (RNG) project and to market and monetize the output of said project from the Bluff Road Landfill. Bid Bond: An insurance agreement, accompanied by a monetary commitment, by which a third party (the surety) accepts liability and guarantees that the Proposer will not withdraw the bid. The City of Lincoln, hereinafter called Owner, is requesting proposals to finance, design, build, own, operate, and maintain a Landfill Gas (LFG) to Renewable Natural Gas (RNG) project and to market and monetize the output of said project. The Owner intends to select a Contractor based on the evaluation criteria outlined herein which will accomplish the objectives of the project. The successful Contractor will be responsible for remaining on established schedules for all services rendered to meet the proposed schedule for the project deliverable(s). The Bluff Road Landfill (BRLF) is a municipal solid waste landfill owned and operated by the City of Lincoln, Nebraska which is located at 6001 Bluff Road. The facility began accepting waste in 1988 and has a design capacity of 25.2 million cubic yards over a permitted waste disposal area of approximately 171 acres. Current waste receipt averages approximately 850 tons per day of municipal solid waste, which projects an estimated site life for waste receipt through 2033. Integral to the BRLF operation is a landfill gas collection and control system (GCCS) constructed and operated in accordance with an original GCCS Design Plan developed in accordance with the New Source Performance Standards (NSPS) Subpart WWW and BRLF's Title V Air Operating Permit. The City of Lincoln Transportation and Utilities (LTU) currently delivers LFG to Lincoln Electric System's (LES) Terry Bundy Generating Station, where electricity is produced from landfill gas engine generators. Financial and Engineering studies indicate upgrading landfill gas to pipeline quality RNG will result in increased revenue, improved health through reducing Criteria Air Contaminants (CAC), and reduced Greenhouse Gas Emissions (GHG) when compared to current operations. The term of the resulting Contract shall commence upon execution by both parties and shall remain in effect from the Effective Date until the date that is fifteen (15) years after the Commercial Operations Date, unless terminated earlier pursuant hereto (such period, the "Initial Term"). The Initial Term will extend for two (2) successive periods of five (5) years each (each, an "Extension Term" and together with the Initial Term, the "Term") on the same terms and subject to the same conditions as the Initial Term, in each case unless Owner declines such Extension Term in writing prior to the expiration of the then-current Term. The adjacent property to the east of the active Bluff Road Landfill has site approval for future expansion of the landfill. Proposals should include plans for developing/ expanding the LFG to RNG facility, extending the wellfield and gas control system when LFG flows from the adjacent site merit it. Selected proposer will have a right of first offer to develop this site and that such first offer will be on terms no less favorable than those proposed for the initial site. The adjacent site is estimated to, but not guaranteed, to have a similar waste capacity to the existing site.
