Renovation of a mixed-use development in Santa Fe, New Mexico. Conceptual plans call for the renovation of a medical facility.

SOURCES SOUGHT BACKGROUND: The Albuquerque Area Indian Health Service (AAIHS), Santa Fe Indian Health Center (SFIHC) has a requirement for Floor Stripping and Waxing Services, Santa Fe, New Mexico. OBJECTIVE: The Contractor will provide Floor Stripping and Waxing services to ensure a safe, clean environment for patients, staff and visitors. The process removes dirt and grime, and creates a barrier that protects the floor from damage. This barrier can also help prevent moisture and water damage, improves the appearance, reduces risk of accidents by slip and fall, and reduces the need for replacement. The Contractor for this work shall provide all labor, equipment, tools, materials, supplies, supervision and transportation to perform floor stripping and waxing services necessary to perform the work required. RESPONSIBILITIES: Facility Procedures: The Contractor will be required to attend a pre-performance meeting which will include, at a minimum, a review of the specific facility's Contractor procedures, safety and security measures, work schedule, and any required coordination. The contractor will perform stripping and waxing services at a minimum of once per year, and a maximum of twice per year (every 6 months). This will be determined by the need of service, and at the decision of the Housekeeping Supervisor or COR at the initial meeting or throughout the life span of the contract. Contractor will be scheduled to do stripping and waxing services by sections/departments of the healthcare facility during non-normal weekday business hours Mon. - Fri. 8:00 pm - 6:00 am, and weekends Saturday and Sunday 6:30 am - 9:00 pm, and may be required on different dates which will be approved in advance by Housekeeping Supervisor. The Contractor will be required to sign in and out with the Facility Security or Housekeeping office during every visit when arriving on site and when work is completed. A Contractor's badge shall be provided to each crew member on-site and shall be worn as work is performed. Badges shall be returned at the end of the work day or at the end of the service period as determined by the Facility/Project Manager. The Contractor will provide safety equipment for their crew members while performing services. The Contractor shall adhere to all policies, standards, and requirements of the respective facility while on-site. Safety procedures shall be strictly adhered to at all times. The Contractor will maintain an OSHA certification, required for workers in the floor waxing, polishing, and cleaning industry to ensure they are aware of the potential hazards and safety procedures in the workplace. General Work Scope of areas to be Stripped and Waxed: The Contractor will provide services at the main Santa Fe Indian Health Clinic, including the dental department which is a separate building within the same location. The main Santa Fe Indian Health Clinic consists of 84,025 square feet, and the Dental department is a single 3,067 sq. ft. building. Totaling 87,092 square feet of Vinyl composition tile (VCT) flooring. 1. All hallway floors to be stripped and waxed. 2. All waiting areas floors stripped and waxed. 3. Front lobby, security office and entrance floors stripped and waxed 4. All Primary Care Clinic/ Outpatient floor areas, waiting area and patience exam rooms stripped and waxed. 5. All waiting areas and patience exam rooms in Pediatric Department stripped and waxed. 6. All Women's Health Clinic waiting areas, and patient exam rooms stripped and waxed. 7. General Medical Surgical Unit area stripped and waxed. 8. All restrooms (men's/women's public and employee restrooms) stripped and waxed. 9. Entire Dental building department stripped and waxed all areas. 10. Lab department areas stripped and waxed. Laboratory Supervisor shall determine specific areas in lab that will be treated. 11. Canteen Area stripped and waxed. 12. Patient Registration department. 13. X-Ray department stripped and waxed. Equipment, Supplies and Materials: The Contractor will provide all equipment, supplies, and materials needed to successfully complete the job. Such equipment, supplies, and materials may include: Wet Floor Signs Wet vacuum Rubber Gloves Floor Buffer Mop Bucket/Wringer and Mops Dustpan, Dust Mop, Putty Knife Floor Stripper Concentrate Automatic Scrubber Floor Finish Stripper Floor Buffer Shampoo Tank Floor Machine Black Pads HOURS OF OPERATION & PLACE OF DELIVERY: To ensure that patient care is not disrupted or delayed, the Contractor will perform stripping and waxing services during non-normal weekday business hours Mon. - Fri. 8:00 pm - 6:00 am, and weekends Saturday and Sunday 6:30 am - 9:00 pm. Or as otherwise coordinated with the Housekeeping Supervisor or COR. If non-normal business hours cannot be accommodated a schedule shall be coordinated in advance with the Housekeeping department and or COR. The Contractor shall ensure that the crew consists of one Foreman and two or more laborers. The Foreman shall be onsite at all times. The Vendor shall provide services to the following location: Santa Fe Indian Health Center, Attn: Travis Snyder, 1700 Cerrillos Road, Santa Fe, NM 87505, (505) 946-9209 CONTRACTING OFFICER'S REPRESENTATIVE (COR)/ALTERNATE CONTRACTING OFFICER'S REPRESENTATIVE (ACO): The Contractor shall coordinate delivery of services with the COR/ACOR as follows: Travis Snyder, travis.snyder@ihs.gov, (505) 946-9209. Celeste Denipah, celeste.denipah@ihs.gov, (505) 946-9329. STATEMENT OF OBJECTIVES: Locate eligible and qualified Small Business Indian Firms to support IHS procurement needs under NAICS code: 238330 - Flooring Contractors. Utilize the information received with future acquisition planning efforts and potential Buy Indian set aside. HOW TO RESPOND: The sources sought notice is under the authority of the Buy Indian Act. The Indian Health Service (IHS) is attempting to locate qualified and eligible Small Business Indian Firms, "Native American Indian Owned and Operated businesses," that can provide services/supplies to the Indian Health Service. This is a request for information only, this is not a solicitation. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Any information submitted by respondents to this notice is strictly voluntary with no obligation or incurred cost by the government. Provide with response - E-mail response.
