The right is reserved to reject any or all bids when such action is deemed to be in the best interest of the Town of East Hartford, Connecticut. The project is funded by state and municipal bonding and other municipal sources. Architectural and engineering services have been engaged. Final design drawings are expected to be completed by September 2024 Owner's Representative firms must be able to provide (or obtain) services that include but are not limited to: Analyzing constructability. Serving as a point of contact between trade contractors and designers. Reviewing construction cost estimates. Reviewing bid specifications for completeness and clarity. Providing bid phase support including preparation of a front-end project manual to define subcontractor scopes of work, and review shop drawings. Representing the Town in key contractor meetings. Advising the Town on project delivery systems and forms of contracts. Monitoring project schedule and budget. Auditing quality assurance and quality control procedures. Evaluating contractor payment requests. Providing monthly reporting. Developing, as needed, recommendations for efficient and cost-effective solutions to building issues, upgrades, component replacements, and renovations. Reviewing all proposed change orders. Observing construction. Coordinating activities of their own subcontractors (engineers, testing firms, specialty designers, manufacturers' representatives). Any other typical Owner's Representative tasks for construction and renovation of municipal facilities. Providing construction closeout with warranties and owner's maintenance documents. The method of Contractor Selection has not been Determined at this time.
