SCOPE OF WORK City of Douglas SCADA System Objective: The objective of this project is to create a Design-Build to engineer, deploy, and commission an advanced Supervisory Control and Data Acquisition (SCADA) system for the City of Douglas Water Division. This SCADA system will deliver comprehensive real-time monitoring and control capabilities for the water distribution network. By leveraging state-of-the-art technology, the system will facilitate optimized water distribution, significantly reduce energy consumption, and enhance water quality management across the entire network. Summary: The City of Douglas Water Division is initiating a project to implement a state-of-the-art Supervisory Control and Data Acquisition (SCADA) system utilizing Schneider-Aveva software. This advanced system will provide real-time data acquisition and control of the water distribution network, facilitating optimized water distribution, enhanced energy efficiency, and improved water quality management. To ensure the selection of a qualified contractor, the bidding process includes a mandatory on-site visit to the City's facilities. This enables potential bidders to gain an in-depth understanding of the existing infrastructure and its operational requirements. The new SCADA system will encompass the following components: o Selection and Installation of New Hardware: This includes Programmable Logic Controllers (PLCs), Human-Machine Interfaces (HMIs), displays, and communication equipment designed for remote monitoring and control. o Configuration of the Central SCADA System Server: Configured with Schneider-Aveva Core SCADA software and additional modules to manage the entire network. o Selection, Installation, and configuration of the Uninterruptible Power Supply (UPS): Ensures continuous operation during power outages. o Selection and Installation of the Alarm Systems: Notifies operators of critical events and abnormal conditions. o Selection, Installation, and configuration of the Supervisory Control: Enables remote monitoring and control of water system components, including wells, tanks, pumps, chlorination systems, and other water infrastructure elements. Seamless integration will be achieved through: 6 o Programming New PLCs: To interface with the Schneider-Aveva system. o Software Integration: Incorporating any adaptable existing software and HMI interfaces. The entire system will undergo rigorous testing and commissioning to ensure functionality and reliability. Additionally, the project will include comprehensive documentation, operator training, provision of spare parts and maintenance tools, implementation of robust cybersecurity measures, and the development of a disaster recovery plan. Upon successful completion, the Schneider-Aveva SCADA system will fully meet the project requirements, be fully operational, and be supported by a comprehensive warranty and support program. Scope of Work: Implementation and Deployment: 1. SCADA System Components: o Provide and install PLCs, HMIs, displays, cabinets, power supplies, and UPS units. o Ensure that the selection of these components aligns with the specific requirements of each water system RTU location. 2. SCADA System Server: o Acquired Schneider-Aveva software and all the modules used in the scada system. o Install and configure the Schneider-Aveva Core SCADA software and modules the design recommends. o Acquire the server (hardware) with the vendor specification to install the Scada software. 3. Communications: o Select, install, and establish suitable radio/fiber communication equipment to ensure reliable and secure data transmission between the central SCADA system and each RTU. Evaluate frequency range, line-of-sight requirements, and potential interference sources to optimize communication reliability. o Provide details about security measures for communication, such as encryption protocols and secure communication channels. 4. Power Supply and UPS: o Specify the power requirements for each RTU, including voltage, current, and phase requirements
