LED Street Lights No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. No bid may be withdrawn within 60 days after the actual date of the opening thereof. The project is federally funded in part by the Wisconsin Department of Transportation Carbon Reduction Program. The City of Beaver Dam, in accordance with the provisions of Title VI of the Civil Rights Act of 1964, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award Each bidder shall file a sworn statement executed by or on behalf of the person, firm, association, or corporation submitting the bid, certifying that such person, firm, association, or corporation has not, either directly or indirectly, entered into any agreement, participated in any collusion, or otherwise taken any action, in restraint of free competitive bidding in connection with the submitted bid. If the bidder fails to submit this sworn statement with the bid, the bidding proposal is irregular, and the City will reject it. At a minimum, each bidder must have qualifications to obtain payment and performance bonding per Wisconsin State Statute 779.14(1m)(d). It is required that the bidder must perform at least 30 percent of the original contract amount with the bidder's own organization as per Section 108.1.2 of the current edition of the WisDOT Standard Specifications for Highway and Structure Construction. The minimum wages to be paid on the project shall be in accordance with the wage rate scale established by Federal Davis Bacon Wage Rates. Be aware that Bidders are required to use the latest federal wage rate available at the time of bid opening. OWNER reserves the right to waive any informalities or to reject any or all bids.
