The City of Springfield (City) is Soliciting Statements of Qualifications (Soqs) From Entities (Submitters) Interested in Providing Professional Planning and Design Services (Study) for Approximately 3.1 Miles of the Sunshine Street Corridor, From Glenstone Avenue to Kansas Expressway. Project Description The Sunshine Street Corridor Study Will Prioritize Safe and Reliable Traffic Flow, Multimodal Accessibility, and the Incorporation of Placemaking Initiatives To Enhance Sunshine Street as a Vibrant And Attractive Corridor. This Study Will Facilitate the Planning and Design of Public Or Private Improvements Including Safety Improvements, Access Improvements, Multi-modal Infrastructure, Parking Enhancements, and Private Site Plan Access And Circulation. These Efforts Will Work in Concert With Anticipated/recommended Redevelopment of Adjoining Properties Through a Place-based Approach to Land Planning. Traffic and Operational Safety Study The Corridor Will Need to Be Evaluated Based on Traffic Volume, Future Traffic Demands, Crashes, and Other Factors as Necessary to Perform a Safety Study, Roadway Safety Audit, and Any Further Analysis as Needed to Carefully Coordinate and Facilitate Safe and Reliable Traffic Flow That Corresponds With Land Use and Other Findings on the Study. Public Improvements The City Intends to Make Improvements and Guide Future Development Along This 3.1 Mile Stretch of Sunshine Street Based on the Findings of the Study. The Improvements Will Include But May Not Be Limited to: Reconstruction and Reconfiguration of Travel and Turn Lanes, Access Changes, Traffic Operations, Pedestrian Improvements, Geometrics, Safety, Multi-modal, and Quality of Place Improvements. These Improvements Should Support and Be Correlated With Applicable Land Uses as Determined in the Study. Planning and Development Through the Adoption of the City's Comprehensive Plan, Forward Sgf, Urban Planning Has Shifted From Usebased Approach to One Focused More On Desired Character, Scale, Form, And Function. The Sunshine Street Represents a Convergence of Several Different Placetypes, Creating the Need To Engage in More Targeted Strategic Planning Within the Corridor to Better Forecast and Manage Future Redevelopment in Concert With Planned Roadway Improvements. Economic Development Ensuring the Sunshine Street Corridor Remains a Competitive and Vibrant Mixed-use Corridor is a Top Priority of This Study. Strategies to Incentivize Right-sized, Mixed Use, and Net-positive Development That Are Supported by Sustainable Street Improvements and the Development of Community Improvement Districts or Creative Districts at Key Destinations Along the Corridor. Sustainable Development Quality and Sustainable Improvements Made to the Public Network and Investments Made to Private Development Will Be Prioritized to Ensure a Net Positive Fiscal Return to the City. Strategies Aimed at Long-term Corridor Protection and Maintenance and an Exchange of Use Flexibility for Quality Design and Construction Will Ensure the Corridor Remains an Attractive Place for Redevelopment. Content of Statement of Qualifications The Consultant Shall Provide the Following Information in Their Soq. A. Identify the Name, Address, Telephone Number of the Consultant and the Principal Contact Person. B. Project Team Members Experience - Provide Resumes of the Consultant Project Team Including the Project Manager and All Key Technical Personnel. Only Include Those That Will Be Working Specifically on The Many Aspects of This Project in Your Soq. Provide Next Year's Workload for Each Team Member. Include All Projects That Each Team Member Will Be Responsible for Next Year. C. Previous Experience With Similar Projects - Provide Examples of Similar Projects That the Consultant Project Team Has Worked on Together or Individually. Include Name of Each Project, Description Of Each Project, Location of Each Project, Dates and Times Work Was Performed, And Name, Address and Phone Number Of Owner and/or Contact Person. D. Federal Funded Project Experience - Provide Experience the Consultant Project Team Has With Working on Projects Where Federal Monies Are Involved. List Specific Projects, Location of Each Project, Dates and Times Work Was Performed, And the Consultant Project Teams Role In These Projects. E. References to the Specified Projects Listed as the Consultants Project Experience. Note: Soqs Shall Address Only the Information Requested in the Rfq. The Number Of Pages in the Submittal (Pdf) Shall Not Exceed 30. Pages Shall Be in an 8- 1/2 " by 11" Format. Resumes of Others Who Will Not Be Working on the Project or Project Descriptions That Are Not Recent or Not Relevant to the Rfq Should Be Omitted. The Selection Committee Anticipates the Selection of a Consultant or Project Team No Later Than October 30, 2024, With Contract Negotiations to Follow. The City of Springfield Public Works Department, Engineering Division, Will Manage and Direct the Project in Collaboration With Other City Staff, Including, but Not Exclusive to Members of the Planning and Development Department, the Department of Public Information and Civic Engagement, and the Director of Quality of Place Initiatives. While Not Planned, the City Reserves the Right to Award the Project Among Multiple Consultants or to Cancel the Consultant Selection Process Entirely.
