Site work and paving for a mixed-use development in Penney Farms, Florida. Working plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.
As of 10/31/2024 All bids have been rejected over budget. The Town will issue a rebid soon. The Town of Penney Farms will receive sealed bids from any qualified person, company or corporation interested in constructing the following project: Town of Penney Farms Water Line Replacement Project This project will include replacing six (6) segments of water lines and related components that total over 2,500 LF, including sidewalk replacement and new ADA-compliance sidewalk ramps. The improvements will be funded by a Community Development Block Grant and is subject to State and Federal regulations as indicated in the specification package (Grant # 23DB-N14). LAST DAY FOR QUESTIONS: Any questions are to be submitted via email to chris.brimo@ice-eng.com no later than October 11, 2024. Answers to questions received will be released via addendum. Changes, if any, to the scope of the services or bid procedures will be transmitted only via written addendum and will be sent to those that requested a bid package and to others upon request. The Town of Penney Farms Public Works Department focuses on areas that need rehabilitation and improvement to protect and ensure the health and safety of the residents. The proposed project will address replacing aging and deteriorated potable waterlines throughout specific areas of the Town indicated in the map below, including sidewalk replacement and new ADA-compliant ramp As part of the project close-out documentation, the contractor must provide the City with As-built drawings in the latest version of Auto CAD and shape files (GIS). This is a federally funded project under the Community Development Block Grant (CDBG) program by the Department of Housing and Urban Development (HUD). All HUD federal rules and regulations applicable to this project are applicable. Federal Davis-Bacon Wage Rates for work classifications are specified and must be complied with. Where applicable, fringe benefits must be added to the prevailing hourly rates. Bidders must comply with Section 3 of the Housing and Urban Development Act of 1968, which requires that economic opportunities to the greatest extent feasible be given to low and very low-income persons and businesses that provide economic opportunities forthese persons. This Bid contains Federal Wage Rates requirements: 1. The Federal Davis-Bacon Prevailing Wage Rates for each type of work are specified in the Bid and must be complied with, including applicable fringe benefits. The awarded Contractor will be required to provide certified payroll at regular intervals for the duration of the Contract. The Federal Davis-Bacon Prevailing Wage Rates are listed in Exhibit C. 2. Federal Grant Department of Housing and Urban Development (HUD) A Community Development Block Grant Project (CDBG) A Boiler Plate for Community Development Block Grant Projects of the Bid documents must be used for each of the different types of works listed in the Bid documents. The most current Prevailing Wage Rates are to be utilized for the entire duration of the Project The Town of Penney Farms reserves the right to waive informalities in any bid, to accept and/or reject any or all bids, and to accept the bid that in their judgment will be in the best interest of the Town.
